Hirata Sakaguchi hails from Richmond, Virginia, and is a fully Japanese woman. Her parents passed away when she was 10, so she resided in foster homes until Hathwell and Matilda Carter adopted her. By her request, her surname was not changed to Carter, as, by her words, "I want something to remember my [former] family by." She eventually graduated from the State Female Normal School in Farmville, Virginia, having the licensing to become a teacher. However, aged 22, she decided, of her own free will, to join the Eagle Union.
As there wasn't a designated Women's Navy (not since the World War and subsequent Siren War), Hirata agreed to work alongside male cadets within the Eagle Union, despite the risks. She was determined to be the mark of "something great." At age 25, she proved herself in leadership and situational command. By 1936, Hirata Sakaguchi became the first female Commander within United States history.
She quickly rose the ranks thereafter, becoming a Rear Admiral in 1938. Within the span of a few months, she obtained the ability to rise to Vice Admiral, and then, in September 1939, to be one of the 6 Admirals of the Eagle Union. She accepted.
Hirata is fast on her feet, known to outpace many cadets. A competitive spirit and general extreme personality, she can completely destroy a person or make them smile. Her competitiveness with Commander Jason Davis is well known within the admiralty[A/N: Honestly, those two oughta go out. Everyone knows Hirata wants Jason's dick]. This overly powerful persona makes Hirata unfit for frontline combat, but perfect for leading the Azur Lane chapter of the Eagle Union.
As the only human female within the Eagle Union, fellow commanders and admirals want to go out with her[A/N: Myself included!], but she always turns them down, citing "relations within the workforce will lead to bad decision-making."
