Subject: Unusual Activity near Attu Island, Alaska.

Enclosure: (A) Areal Footage of Attu Island, Alaska, as of (mm/dd/yy) 01/29/42, (B) Topographic Data of Attu Island, Alaska.

1. Details of possible Siren Attack is set upon Enclosure (B).

2. Report any illegibility promptly.

As per request of Admiral Hirata Sakaguchi, she would like Commander Jason Davis, Jr.'s assistance on a military operation.

Objectives:

- Observe and confirm reports of Siren activity at the Near Islands, Alaska (52° N, 173° E, ).

- If confirmed, Eliminate the Threat.

- If unconfirmed, Determine what activity is occurring and End the Disruption.

OPERATION THEODORE

1. Introduction. The small grouping of islands, named the Near Islands, are of strategic importance to the United States of America, as these islands grant access to the rest of not only Alaska and Western Canada, but Siberia and the Korean Peninsula, as well. [...] The Island in question, named Attu by the natives, is the western-most island of Alaska, and can be considered the western-most point within the United States of America. [...]

2. [...] This position contains approximately one thousand (1,000) civilians and one-hundred-and-two (102) active-duty United States Coast Guard soldiers. This position is the closest location within the 50 United States to the Japanese mainland. A Japanese takeover is to be expected, especially when they are in the belief that the Pacific Fleet is out of commission. [...]

3. As of late, communication to the island base has been difficult at best, and near impossible at worst. The United States of America have reasonable clause that the Japanese Navy, led by Sakura Empire KAN-SEN, has begun interference runs upon the Near Islands in order for a rapid takeover of the island to take place. [...] However, the interference that has been received is not one the radiomen are familiar with, so it might be a Siren ploy. [...]

According to a soldier who once trained in Attu, this is an accurate presentation of the uneven terrain the island is made of. Appendix (B) presents the topographic map of the Near Islands, which will be necessary for OPERATION THEODORE. [...]
