Hernandez Joseph Ray-Cruz was the Commander of the Azur Lane base in Pearl Harbor, Hawaii, before being discharged and arrested for sexual assault and conspiring with Nazi Germany. No definitive evidence was ever found for the conspiracy, but there was enough for the sexual assault charge to get discharged.
Hernandez is a half-Mexican born in San Antonio, Texas. He lived with his "abuelita" (grandmother) until he was 17, when he joined the Navy[A/N: Why is it so easy to lie about your age to get into the military? Like, how?!]. By his account, he joined because "[My grandmother] loved to tell me stories about [my dad], back when he faired the seas for the Armada de México (the Mexican Armada)." His dad died during the Mexican Revolution aboard the Tampico. Even though he did not know his parents, he still felt like he had a great childhood[A/N: I'll get into this later, but damn! He's surprisingly cheerful to be around!].
Resilient and adaptable, he was capable of raising morale by simply being there. During the Great Depression, he held onto his Captain (later Commodore) post for minimal pay, always wanting to be in the seas. After the former Commander of the Azur Lane's Pacific Chapter (CALPC), one Commander Corelate Bristol, passed away in 1934, Hernandez requested to be the next CALPC. "I love the ocean. The Pacific base would be the best for me.
Before his heel-turn in 1941, Hernandez was, by all reports, a wonderful Commander. He held his position with energy and certainty, willing to go out of his way for his girls. Z23's admission into the base in 1939 cemented Hernandez's position, able to make a member of the Ironblood laugh.
In 1941, an incident occurred. According to Commander Jason Davis, current CALPC, "Ray was never a bad guy, but was forced to do such a thing by the Sirens. They played with his mind, forcing him to [act in an uncouth manner.]" Hernandez reportedly raped and harmed several ships, Z23 included[A/N: Which likely was one of the reasons that Ironblood waged war on us.], with destroyers and cruisers as his main targets. On October 20, 1941, Hernandez was ruled guilty, lost his rank, and was arrested, being transported to Oahu Community Correctional Center.
In 1942, Commander Jason Davis requested for the former Commodore to be resigned into the Navy as a Lieutenant Commander, and to assist the Commander in his endeavors. Parole was granted, and, in a once-in-a-lifetime situation, a felon rejoined the Navy.
Hernandez is noted by saying he no longer desires a relationship, "After what happened, I don't want to feel anything like that ever again. [...] I think it's for the best."
[A/N: A second opportunity doesn't come that often in the military. Ray should be proud. Although... I do fear that Jason is acting irrationally. I mean, Ray is a criminal, a pedophile! He shouldn't be allowed to walk in the streets anymore, much less rejoin the military and work around those he defiled!
I just don't know what fuels Jason, but...
If what he did actually helps our cause, then I'll ask Jason himself to join the Azur Lane. Doubt it'll happen, though.]

Character File Author-kun shouldn't have made that bet.
Now that I think it, didn't he also write Jason's and Hirata's character files?
