As the vigilante Noire leaped from rooftop to rooftop, he smiled. He had missed this. The freedom that the rooftops gave, if you were able to traverse them. He could go anywhere at any time with no traffic. Plus the wind was refreshingly cold, providing a nice contrast to the heat of Japan's busy nightlife. Oh, he had missed this too much.
"Attention, all units." His suit had tuned in on a frequency used by police to alert nearby officers of criminal activity. "We have two villains with Gigantification quirks causing a commotion on 74th Street. All nearby units head to the crime scene, pronto!" As the transmission ended, Noire was already headed toward 74th Street, the long-lost thrill of the chase coursing through his veins.
He had missed this.

As he approached the crime scene, Noire took in what he was seeing. There were two individuals fighting in each other in the middle of the street. Their brawl was causing damage to nearby structures and building, not to mention all of the people who were at risk simply being there. First things first, evacuate the civilians. Then deal with the villains.
A lot of people had been caught under falling debris caused by the ongoing brawl. Very few had severe injuries, however there were a few broken legs. All Noire had to do was lift the beams with his staff and they ran to safety as fast as they could. He obviously helped anyone with a broken limb to safety before moving on to the next person, and before he knew it, everyone was safe. Now to the real fun.
The two villains were of a similar height, about 15 metres (49.2 feet) tall, and seemed to be arguing about whose quirk was superior. He was disappointed in the two of them, but Noire didn't care. Using his grapple gloves, he launched himselves off a wall towards the first villain. He collided with the villain at high speeds, knocking him over into a destroyed building. As the villain tried to get back up, Noire smacked him back into the ground, knocking him out and putting him out of commision for a while.
"Thanks for that," the other villain cried out, his lips twisting into a toothy smile. "Now I can prove that I'm-" He couldn't finish the sentence before he was slammed into the ground by a long, reptilian tail. As the villain fell to the ground, the Pro Hero Ryukyu emerged from the rubble. She strode through the wreckage, slapping a pair of handcuffs on each of the villains before walking back to the gathered police. Satisfied with how this had turned out, Noire turned to continue his scouting when a bolt of arced lightning narrowly missed his cheek. He turned to the shooter, and noticed it to be Ms Neijre Hado of the Big Three.
"Hey," she cried out. "Who are you?"
"My name is Noire," he called out in response. He could hear his mask distorting his voice, decreasing its pitch to be unrecognizable.
"Really?" Neijre was immediately on guard. No-one with nothing to hide would change their voice. He was hiding something. "Do you mind if I see your Hero License?" His silence spoke volumes. "Look mister," she began, before he turned around and launched away from her, using grappling hooks of all things. "Hey, get back here!" she called out, chasing after him.
The chase was over quite quickly. When Noire realised he was being followed, he took a sharp left turn with his gauntlets. He then turned around and prepared for her to appear from the corner, and he launched himself at her when she did. His feet crunched against her chest as he collided with her air, launching them into a nearby brick wall. As they crashed against the cold brick, he whispered, "Don't follow me," into her ear, before launching away.
Neijre crashed to the ground, her ribs crying out in pain. None of them were broken thankfully, but they hurt like hell. "Noire, huh?" Neijre said as she got up from the floor. "I'll remember that."
