"I hope for whatever you called this meeting better be important." Superman said, landing on the cliff Batman, Martian Manhunter, and Elongated Man where on. "Because Lois is extremely pissed at me."

"Clark, it is." The Dark Knight replied, beckoning for Martian to take over the conversation.

"I was going over some files until I stumbled into a peculiar one. One that worried me." The Martian began. "With the label 'Warstrom', there was no information about it. Even if not a lot, there's always some sort of info on projects."

Superman shook his head in disbelief, finding the situation absurd. "So you called me for a blank project about nothing? I can't believe I came." The Man of Steel angered at his allies.

"Wait, Clark. That isn't the point." Elongated Man stopped Superman from taking off. "After J'onn notified me and Batman, we sought for answers and we got them."

The Man of Steel looked at them with doubt. "Found what?" He asked.

"What the project is meant for." Batman answered, taking from his belt a folded page. "Clark, it's really bad."

Taking the page, Superman began reading. His eyes widened with worry and amazement as he looked at the heroes. "Oh no."

11:44 p.m.
The room was dark, with the only light being one emiting from a lamp atop a wooden desk. As well as little light creeping through the edges of some curtains.

On top of the desk, documents were scattered and an opened portfolio box with more documents.

"You've all broughten so many problems to the world. But it will all be over soon. Then, the true peace the world deserves shall come." The man behind the desk said to himself.

He seems to be in his early or late 40s, his hair starting to turn grey. His attire is a five-star general uniform.

The documents' contents are on all the heroes and villains both active and retired of the world. "Soon, very soon you'll all be put down like unwanted dogs."

A knock on the door caught the general's attention, stopping him from reading Superman's file. "Come in." The general welcomed in.

"Evening, General Richard Gaines." A woman greeted as she walked into the room. She's a skinny, dark skinned woman with short brown hair. The woman is dressed in a blue suit jacket and skirt.

"Amanda Waller, always good to see you." The general recognized her and smirked as she sat in a chair. "Tell me, to what do I owe your unexpected visit?"

"I have those files you wanted most. The ones with the information about the their professional and personal lives." Amanda replied, handing over two folders to General Gaines.

"So far I've managed to maintain our entire operation in the shadows. If we get caught, we'll be in one hell of a trouble." Waller's statement made Gaines frown as he stopped reading the files.

He closely looked at Waller and smirked as he reached for a cabinet. "Listen, Amanda. Two years ago, I presented my military project to President Byron Stallion that could save millions of lives." General Gaines began.
