The Nature Preserve in Pokémon Black 2 and White 2 contains the both highest- and lowest-leveled wild Pokémon in the core series games, since both Magikarp and Gyarados can be found between levels 1 and 100.
Meaning Magikarp and Gyarados are the only Pokémon to be caught at Level 100 in the wild.
Which makes level 100 Gyarados the rarest wild Pokémon to encounter, since the odds of encountering is 1/10,000 on rippling water. This beats the odds of encountering a shiny Pokémon, which is 1/4096.

Update: Magikarp, Gyarados and Regigigas can all be found both at level 1 and 100, making them simultaneously the lowest leveled and highest leveled Pokémon.
