In Hogsmeade, there would be an inn/house for all the students that didn't want to/wish to/couldn't go home for the summer. It was normally packed with people, but the owner made sure to let the ones who REALLY needed to stay come in first and book up. It wasn't a first come first served service, it was a who needs it the most service.
Harry would have loved this, and he knows that Sirius would have, as would lots of other students. Think, if Tom Riddle had been able to stay at Hogwarts, he might not have turned out so bad. They all wanted to prevent another Tom Riddle.
