Brothers can be a bit too annoying, but that's okay because that's how they're supposed to be. Your brother seems to like your best friend a lot, which is probably why he always gets excited when it comes to her.
I know it is irritating to have him interfere in everything when she's involved, so here's what you'll have to do: talk to him! Tell him that you want some alone time with your best friend without him being present all the time. When you do this, do not get angry, and do not yell at him; do it politely. You should also talk to your best friend and let her know that you miss spending time with her, and she will hopefully talk to him. Since he looks up to her, he'll definitely listen to her, if not you.
No one steals your bestfriend. Period.
