Shigaraki desired that Nitro would be a good place to start. He had wanted to have Momo on his side but Nine had refused him. He and to be at least a bit Angel th about that. Plus, he had brought Momo in to begin with even though Nine was clearly against it.

Perfect!

It didn't take long to realise that it wasn't perfect after all. Nitro, despite going against Nine and Todoroki, was still extremely loyal to them. They had saved him and given him the chance to get revenge, something he could never do alone. They had also helped him see that there was no point in turning Momo, not if it was too difficult to do.

He refused to follow Shigaraki, no matter what he tried to persuade him. Shigaraki have up and turned to the others. Next he tried Octavia, she seemed like the rebellious type.

 "No way. Nine and Todoroki are totally cool. They asked me to join and I did. I'm just a pickpocket and her they decided that I'm good enough to be one of them. They have me something no one else would. Protection. Besides, it means I can get away with much more stuff than before so I have more money to help my dad. No way."

 Shigaraki quickly realised that it was useless to try her. Somehow, Nine and Todoroki seemed to have total trust from the people who followed them. Nine just have done something, some mind game to make them obey.

As he planned who join he would try next, a figure appeared behind him. "Not trying to take over, are you?" Shigaraki turned to see Nine standing there, smiling at him. "I wouldn't try. Maybe if you were in charge, it would be easy, but we're smarter. Rule out of trust, not fear. It makes you that much harder to topple."

 The smile dropped off her face and she looked at him with anger. "But it that doesn't work, then fear can work. Or just kill the people who get in your way."

 She smiled widely again. "See you later!" She called, running off down the corridor to join Nitro and Octavia who stood there looking smugly at Shigaraki. Octavia stuck her tongue out and the two followed Nine into the main room.

 Shigaraki stormed off, her words running through his head. She was trying to make him afraid, but it wouldn't work. He knew she wouldn't try anything. If she killed him then it would make her pawns scared and she didn't want them to be afraid of her.

He shrugged it off. She wouldn't try anything. Killing him would ruin her plans and her control would be weakened. She was smarter than that.

However, Todoroki didn't always think things through.
