She jumped off the sofa as Steve walked in,Wanda, Natasha and Sam behind him. Wanda walked straight past, to her room, Sam simply nodding, and heading to do the same.

"I take it you've seen the news?" Steve sighed, and thumped on the sofa next to her. She smiled acknowledgingly over at him, gesturing at the blaring Tv, but her eyes held a silent question.

Steve gave a stiff nod, but as Robyn leaped up in excitement, he grabbed her and started to shake his head instead.
"No! No Robyn, I haven't found him!... before- before that asshat blew himself up, he mentioned Buck. It was why everything fell to pieces. I just... I just froze. But it was nothing we didn't already know."

Sinking down beside him, Robyn balled up her fists. "It's been Three months Steve. What if... what if he..."

"Don't you dare!" Steve shot back at her, taking to his feet. "We will find him! We— we have to."

Robyn leant back, leaning her head against the sofa cushions. "I know." Her voice was a faint whisper. "SHIELD sent through another reminder today. If we don't find him in a month.... or if we do find him, and he's caused anyone harm... He has one warning. One more strike."

Steve didn't say a word, and as she heard his footsteps disappear down the hall, she sighed, head in hands.

"Tony will be back soon!!" Robyn yelled after him.

Come home Bucky. Please.

***

"Are you kidding me?" Robyn hissed at Tony, as a horribly familiar face walked into the room behind him.

"Really, Miss Jarvis, is that how you greet an old friend?" Secretary Ross smiled.

"We aren't friends. You paid me to kill people."

That brought a satisfactory wince from the man, and a shocked look from Tony, as he sat down.

"Vis?" Robyn looked over at the man standing in the corner. "Would you mind fetching the others?"

***
As the guy droned on, and on and on, telling some stupid story, Robyn surveyed the room, ever instinct on high alert. Tony was sitting as far away from the man as possible, restlessly tapping his fingers on the seat, while Rhodey and Steve stared blankly at Secretary Ross. Vision and Wanda sat further back, and they looked even more confused, especially Wanda. Natasha was the only one (apart from Robyn) who didn't seem to be baffled by the story, instead doing exactly what Robyn was now doing, and surveying the situation.

"And what word would you use, Mr Secretary?" Natasha places her words carefully, and Robyn from her silent place in the corner, hid a smile.

"How about 'Dangerous'? What would you call a group of US based, enhanced individuals, who routinely ignore sovereign borders, who inflict their will, on whoever they choose, and frankly, seem unconcerned about what they leave behind?"

As the video played, the mood began to change. It was no longer threatening, it was ashamed.

"Okay, that's enough." Steve cut in, and Robyn felt a flare of anger, seeing Wanda's expression.

"Yes. That's enough." Her clear voice rang across the room, causing Secretary Ross to turn back to look at her. "Oh really Miss Jarvis? How would you like to talk about civilian deaths? Oh look? Cat got your tongue?"

Robyn flinched, and back away again. The others gave her a confused look, but returned their interest to Ross almost immediately.

"For the past four years you have operated with unlimited power, and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution."

Seriously??? I've been unsupervised since day one, and you never cared as long as I intended to you when needed. Hypocrites.

"The sokovia accords. Approved by 117 countries, it states that the Avengers shall no longer be a price organization. Instead, they'll operate under the supervision of a United States panel, only when and if that panel seems it necessary."

As Robyn came forwards to see the book, Secretary Ross looked up at her, and she felt a shiver at the steel of his gaze. "There is a page in there for you, Miss Jarvis. 87, I believe."

Natasha passed to book to her, and Robyn flicked through the pages. 23, 31, 46...60.

87.

If the government deems necessary, precautions can, and will be made, to ensure that those of whom the government require access to, these subjects may operate on their own schedule, at the price of two:

- subject will always be ready for combat/prepared if their citizen government needs

- subject will refrain from doing anything that will cause recognition

Robyn looked up again. "So basically the government still needs my ass to do illegal things, but will have me take credit, be my own person, as long as I don't exist."

Ross gave her a glare. "Would you prefer to sign the accords? It seems you have at least ten years worth of trials lined up."

"It's nine, actually." Robyn muttered under her breath, before backing off again.

"The Avengers were formed to make the world a safer place. I feel we've done that." Steve cut in, throwing a despairing glance at Robyn.

"Tell me Captain, do you know where Thor and Banner are now?"

A wince from all around the room.

"If I misplaced a couple of 30 megaton nukes, you can bet there would be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

Robyn met Natasha's eyes.

What do you think?

Robyn shrugged, almost imperceptibly.

What have we gotten ourselves into?

***
Robyn watched as the men left, and followed Ross to the door.

"Sir."

"Ma'am."

"What of... people who are currently unable to sign the accords? People who the rules shouldn't be applying to?"

"If you are talking about mr James Barnes... he will have a trial. If he is deemed innocent, he signs the accords. If he is not... well. It isn't just the US that wants to find him."

Robyn gave a nod, and shook the hand that was offered, before slamming the door in his face. However, it was a glass door, and so he simply sighed at her, and walked off.

She turned back to the corridor. Time to deal with the thunder.
