Dawn of Injustice: Return of the Mavericks Secret Report 1 (Code of Hammurabi)

Disclaimer: This is just secret reports that may or may not be canon to this AU. Secret reports contain references from quotes, poetry and other contents that may be a topic of controversy. This secret report will also contain some details on how the meta-genes of several heroes had obtained Meta-Evolution or Meta-Fusion (Save for Firecracker/Phoenix King Lincoln, which he stole from Helios due to the compatibility of Pyrokinesis/Thermokinesis with Heliokinesis/Solarokinesis).

TLH/TC are owned by Nickelodeon Studios. Loud Heroes is owned by Smoking Wrecker [Epic-Wrecker] and Zachlor16.

"An Eye for an Eye. A Tooth for a Tooth. A Life for a Life." -Code of Hammurabi

"Ayin Tachat Ayin. (Hebrew: Tit-for-tat, meaning an equivalent payment for a hurt or offence)" -From the Leviticus Code

-Event time: During the ban of Meta-activity-

(In this event time, the regime had not started yet. But rather this was just the beginning of the coup d'etat that will soon transpire. And thus, the L-Crew had not yet undergo Meta-Gene Evolution/Meta-Gene Fusion with any compatible meta-factors.)

List of Compatible Meta-Genes

Pyrokinesis/Thermokinesis (Heat-based Powers) & Heliokinesis/Solarokinesis (Sun-based powers) or Fulgurokinesis/Electrokinesis (Lightning-Based powers)

Cryokinesis/Frigokinesis (Cold/Ice-based Powers) & Hydrokinesis/Aquakinesis (Water-based powers) or Lunakinesis/Selenokinesis (Moon-Based powers)

Crystallokinesis (Crystal-Based powers) & Geokinesis/Terrakinesis (Earth-Based powers)

Any physical strength enhancing powers or durability enhancing powers are compatible with each other

Aerokinesis (Wind-based) and Meteorokinesis (Weather-based) [may include Fulguro/Electro]

Photokinesis/Luminokinesis (Light/Photon-based) to any powers that gives light, energy or heat.

Erebokinesis/Umbrakinesis (Dark/Shadow-based) to cold-based but only a certain extent

There are plenty more from that. So why was this a limited knowledge from meta-humans? Simple, to stop any form of rebellion that may threaten the security of the society. Ever since that failed Project V, Andrew Tetherby played the victim role and laid the blame on the Meta-humans that defeated him: The Michigan Sibling Heroes, L-Crew. The appeal was a success, unfortunately. The councilmen and higher-ups declared Meta-Humans as dangerous threat that can either be dealt with two ways...

Either have their freedom shackled away by force or volunteer subordination or...

Persecution, to be hunted down and led to maltreatment... leading to death.

Thankfully, there are the Cicadas: A group of remarkable people that "volunteered" in keeping the lines in check. The defend people whether they'd be normal or Meta, as long as they behaved themselves. Experts in fighting these superhuman individuals and making sure peace is present. (Clyde McBride and Dark Slayer as founders).

But would it be surprising to say, some members of the government wanted a change in society and give these gifted people a fighting chance to defend themselves? That they'd passively permit a coup if the injustice to them is clearly severe and doing the society no good at all? Because there are members from the Secretary's council that appeals to the President to actually make a discreet police force composed of redeemable metas (which in soon becomes the coup and later, The Order). Metas that cannot suppress their impulse on using their powers due to distress, pressure and other factors that may affect their lives, yet they seek rehabilitation and desired to use such gift in a pursuit of justice and benevolence.
