In the most high of the peak in Scala Ad Caelum, lay the main quarters of the Angelic Choirs (Seraphs, Cherubs, Saints, Principalities and Virtues.) where the most powerful of the Heavenly Hosts operates and where the Throne Room of the Primordial God of Light, Ehyeh/Ieouah El-Shaddai, the Uncreated Creator. Outside the throne room is the Crownguard Seraph Metatron (Enoch the Righteous, forefather of Noah) and his twin, Sandalphon. While on the Universal Director Committee is the Demiurgic Prince of the main Battalion of Defence and known to be the one that defeated the fallen Seraph, currently Demon King Samael Lightbringer/Lucifer Morningstar. That Demiurge Archangel (promoted to Seraph) is none other than Michael Demiurgos/El-Shaddai and right now, he is discussing the current state of the Earth with his brothers and sisters:

And more. It seemed that the meeting must proceed first before we can get any progress in this chapter. As of late you see, their Father Creator is away with His sister, the Primordial goddess of darkness and emptiness, named Pandora Nihil Klum. She is the mother of the sleeping Chaos (Delgaia/Tri-Hexa) and former enemy of all creation. After making peace with her brother, they spent together playing a game of destiny to the created Universe of balance between their essences, reconciled to keep things in order and follow a rule of noninterference to the mortal realm except when it is too dire for anyone to handle things.

In Olympus Sanctum, the fallen Angels (aka. Watchers) are also involved in the discussion but not allowed to return to Scala Ad Caelum due to serious crimes (such as being Neutral on the Great War in Heaven and having children with Humans that caused many to stray from good and unleashed Pandora from her prison which led into the flood). Despite their exile, they still keep a watch on mortals and have tabs with both the Netherworld and Scala Ad Caelum. The current members are Governor-General Baraqiel (Lightning of God/Zeus), Ramiel (Thunder of God/Hadad), Vice-Governor Shemhazai (He Had Seen the Name), Retired Cadre/Governor Azazel (Ruggedness, Watcher or Goat of God/Prometheus), Tamiel (Perfection of God) and some more. One was missing due to his mutiny and anarchy, named Kokabiel (Stars of God).
