The Doves are my special 'task force' here to ensure that any crime groups that do not have any other world counterparts are dismantled let's say additionally they also get rid of risky individuals. 

In total they are 42 doves; two picked from each subregion of each continent except Antartica. The conditions that must be met in order to be considered a candidate to be a dove is that:

1. You must be a Country keeper not a State keeper or capital,

2. You must be skilled in either long range or close combat (only being able to use one weapon e.g. guns doesn't count),

3. You must follow the 'anonymous tip' given to you about an illegal organisation in your country and take care of them in a satisfying manner, 

4. You must be someone who can keep secrets and be able to lie to anyone even your capital or states because the knowledge of the Doves existing is confidential,

5. You must be someone who knows the consequences of disobeying  and will not disobey especially if you disagree,

6. You must swear an oath agreeing to the terms above in your blood.

Each dove will be partnered with the fellow dove from their region, one handling long range and the other close combat. They shall work together to dismantle the illegal groups mentioned above in their region or shall tip off their fellow keepers. They shall not be bounded by the law and be able to administer any punishment they deem appropriate, however must be careful in countries that are not their own. Another thing once a keeper is a dove they can never stop being a dove unless they die, if they fail to do a task or reveal what they are they shall be punished and in the case of another finding out that the doves exist the ones who revealed it are responsible for making them forget.

Of course when a keeper becomes a dove they will receive 'perks' however the amount of 'perks' they get is based on what they and their partner's 'rank' is the higher rankers shall also have 'bragging rights'. They are 8 current ranks and are given due to efficiency, brutality and how quickly they can tie up loose ends as well as how many tasks they complete. The ranks are as below:

Legionaries: lowest rank: better coffee, better funding, nicer seats; (12 people/6 pairs)

Professionals: second lowest rank: better coffee, better funding, better quality seats for meetings (said seats will look similar to the other chairs but will be made of better material and shall be replaced at the end of the day to avoid the hosts suspicions); (10 people/5 pairs)

Centurions: third lowest rank:  better coffee, better funding, better quality seats for meetings (said seats will look similar to the other chairs but will be made of better material and shall be replaced at the end of the day to avoid the hosts suspicions), a favour will be able to be called in once every year; (8 people/4 pairs)

Majors: third highest rank:  better coffee, better funding, better quality seats for meetings (said seats will look similar to the other chairs but will be made of better material and shall be replaced at the end of the day to avoid the hosts suspicions), a favour will be able to be called in one every year, will be able to command Novices; (6 people/3 pairs)

Generals: second highest rank: better coffee, better funding, better quality seats for meetings (said seats will look similar to the other chairs but will be made of better material and shall be replaced at the end of the day to avoid the hosts suspicions), a favour will be able to be called in one every year, will be able to command all the lower ranks; (4 people/2 pair)

Praetor: highest rank: better coffee, better funding, better quality seats for meetings (said seats will look similar to the other chairs but will be made of better material and shall be replaced at the end of the day to avoid the hosts suspicions), a favour will be able to be called in one every year, will be able to command all ranks. (2 people/1 pair)
