Ask and Reply is a website primarily asking the UN about certain things.
You may ask keepers directly however you have to pay extra for that.
Keepers are allowed to ask about other keepers however must not use the information they are given.
You must pay CC55 for each question. Either the UN or a preprogrammed bot with the answer to your question if it is a general question.
You must pay CC80 for each question directly to a keeper.
You will get a response as soon as possible.

Oh right, that must be the new currency the UN introduced for our world only. For global use if I'm right. I have some. I can ask a question then. Oh wait I have CC200. So three questions max. I guessI'll only ask two because I can use these to buy dinner for a week.
