There was a common question that was asked in the Vongola, CEDEF included, Where is Hibari? 

Usually, the answer would be Namimori, or his personal base in Italy, but even then, it was impossible to contact him unless they resorted to using an SOS signal. Sometimes, he wouldn't even be in the supposed places, he could be in Russia for all they knew. 

On the rare occasion that a mission came up that actually interested him, he'd return to the Vongola base and catch up a little on the goings on while there. He'd take the mission and then leave again, Mai would arrive in the castle soon after, with a lazily written mission report; in her handwriting. Hibari would only be there with her if there was a known threat, or if there was danger of enemy families nearby; usually, it was all peaceful, there were barely any conflicts, so she came round often. -She was helpful when they needed to know if Hibari was in Italy or not. Since she wouldn't be able to visit if they weren't. Obviously. 

Hibari was invested in his own investigation, so much that Tsuna decided it was better to leave his father in charge of the CEDEF for the time being. Since Hibari didn't do a page of work concerning CEDEF, he wasn't all that reliable either... So he dumped it all back on his father.

Not that he believed his guardians would actually do their jobs properly, that was a pipe dream that Reborn continued to hound him about. 

He remembered Mai mentioning their wedding once after he'd asked about it, apparently it was on a plane to Namimori, Kusakabe was the vicar. For some reason, he couldn't find any strength to laugh at that. 

There were also the frequent times when he'd get bitten to death for sending Mai on missions... They decreased, but he didn't stop sending her out; technically she was a part of the family too, and she did tell him to pass any missions that were simplistic to her (basically the ones no one wants to do). 

Most of the time, he'd get bills for crashed cars, ruined cruises, a lot of hospital bills, destroyed property, basically sheets of paper that will and did end up ruining his life. 

Hibari was a horrible driver, he took advantage of a police siren he had, drove like a madman, was constantly in a simulation of a car chase, most of the time, he was actually in a car chase. A lot of his cars got blown up, shot to the point of no repair, or just simply crashed into a wall or building because it'd be easier without a car. Mai was usually in the car with him as well, she'd be the one sitting out of the window with a gun, shooting back at the annoying people that interrupted their mission - or date. Of course, communication was vital, so normally she knew when he was going to crash the car, or when it was going to blow up in ten seconds.

There was more than one account of a ruined cruise, around ten actually, half of which, it was Mai's fault. No, Mai technically wasn't to blame, she was just being hit on or dragged somewhere, sexually harassed... the usual for her. Hibari had a lot of security around her, in the form of both human and bird life; the electrical stuff too. So it wasn't hard to find her and absolutely mutilate the people surrounding her, usually, since they were mafia gatherings, this ended in a giant brawl and the ships always end up sinking. 

The hospital bills were mostly for his subordinates and those of allied families. Sometimes Hibari's own men would be on the list as well; occasionally, possibly depending on Hibari's mood, there would be a civilian or one hundred. He never really knew why so many people were being hospitalised at a regular pace, the civilians made sense, since there was likely buildings collapsing and stuff. But why was it all billed to him?

The destroyed property was an easy one. Whenever he saw Mukuro, an enemy, someone that looked at Mai weirdly, someone that flirted with her, when he was driving, when he was annoyed, if there was a strong opponent around... the list goes on. Hibari should really just live in an everlasting warzone. He seemed to enjoy the last one he was in, at least. 

Mai was the complete opposite. She looked like a normal civilian from the outside. She wore suits most of the time, since she could conceal a holster easier than if she wore a dress. The leg ones weren't her thing. But usually on her day off, or if she was undercover, she'd wear casual clothing, with that uncomfortable leg holster, depending on the clothes. The holster was vital apparently, Hibari was adamant she had one on at all times, Reborn liked them... she was imprisoned at that point. 

Well, sure helps combat surprise attacks. Even though she has hand to hand combat skills and illusions, like a gun would come in handy after she's already dealt with everything quietly. 

Aside from the carrying of firearms at every moment, she was a calm and very good driver; never was sat in the driver's seat when Hibari was in the car, however. She also tried to improve relationships with other families during the cruises, got interrupted by Hibari almost 90% of the time. The relationships grew worse as well, not on her shoulders; eventually they were pulled off of the 'meeting and greeting other families' missions. 

She wasn't indiscriminately killing and beating up random people that annoyed her in the street either. So the bills were all Hibari's fault. She only whacked around those that touched her inappropriately, or those that were known enemies of the Vongola. 

So technically, Mai was doing the Vongola a favor. Getting rid of the perverts and spys around their territory. They should be thanking her, not sending an abundance of annoyed letters, that get burned, unread, anyway. 

She wasn't strong enough to destroy buildings as well, give her a bomb and she was. So technically she was innocent. 

Ignoring that one time she accidentally set a bomb off on the top floors of a highrise building belonging to the Vongola. That was more the technology's fault rather than hers, how was she supposed to know that an enemy group had planted bombs there beforehand? Wasn't her fault the jack in the box she'd put up there malfunctioned and blew up... although Verde made it, so perhaps it blew up on person. 

No one died, so it was perfectly alright.
