Two years ago
The crew worked tirelessly on the bottom of the ship, a large section tapered off for the perfect environment for sterilization. One of their scientists had discovered some rare documents on how to make glass into the toughest and strongest martial known to man. The papers were out of date, predating several decades before quirks first appeared. They didn't know at first if they could replicate the science but after nearly a year of trying, they were finally producing enough glass for their mission. However, they could only form the glass into simple decagon shapes that were only seven inches wide, thankfully the glass could be as thin as a quarter inch and still withhold its predicted strength. To keep the new pieces of glass together, they used another old tech; magnesium based alloy. With their materials and purpose in mind, their best solution was a dome approximately a thousand and twenty square feet wide. Once the dome was created, filling it with their artificial Amniotic fluid, they were ready to capture any kids with unknown quirks. The kids with quirks but haven't shown any signs of their usage, would be placed into this cage. The children wouldn't be able to eat or drink but they could breath, the amniotic fluid would provide them with enough air for three weeks' worth of travel. The only downside would be their need to clean the tank every few days.
From there, they were able to alter the CruiseLine for their usage; there would be no luxury for anyone on board. The only room with bright paint and cushioned anything would be the very special quirk less room that would be held at the very top room of the ship; just above the ship-control room. They dedicated six floors to each type of quirk, Emitters, Transformers and Mutants. Then divided each floors into three subcategories; physical, elemental, and strength of their quirks. Physical quirks (secretion, animal/insect, strength or growth) were sent to front of the ship and organized for the stronger quirks to be closer to the top deck. If any quirk was particularly strong and one of them got free, they couldn't free to many other brats before they were captured themselves. The section after the physical-quirks was the elemental-quirks, organized in the same manner. The third section was dedicated to mutants, equipped with cooling rooms for reptiles, heated rooms for aquatic, electric-shocks and reinforced tungsten chains for everyone else. The last section, the very back side of the ship, was equipped with everything that made the ship run the way it was supposed to. They were also re-designed to be the guard's men area. They had their own rooms, showers, four different mansion sized kitchens and well equipped 'mini-hospital' on each floor just in case. Each one of the 'mini-hospitals' were given access to an elevator for emergency purposes.
Two months before Takumi Memorial Ocean Museum
They finally got as many guardsmen as they needed, just as many doctors and sailors were cooperating with them as well. This was the biggest operation they've ever done, so many organizations had banded together to put this plan into action. So many benefactors, villains, and people with much to gain put so much work into the design of the ships and the manpower needed to succeed. Hundreds others weren't even aware they were helping with the plan, merely told to do research, tracking or copying of files. But they were ready, truly ready. With all the support they had, they were able to create another ten ships of near identical design. Tokyo City, Japan, was to be the first city of execution. They put some work into an old Memorial Museum, got it up to public code, contacted some hero-agencies that were brand new, and sent out fliers too various primary, elementary and middle schools that were near the Memorial Museum. Every single educational institute responded, even a couple other schools (like U.A.) requested pamphlets so they too could attend the 'Grand Reopening'. So many quirks, powerful, beautiful little weapons of war, were going to be present in one location; ripe for the picking. They worked hard, creating a fake hero-company themselves and having several dozen people in on the hero-protection squads.
Finally on February 22, at three-fifteen PM, they initiated their 'quirk-gathering' operation.
They captured one thousand, six hundred and seventy-one children between the ages three and fourteen. They captured just enough children, they had almost three-thousand individuals on their ship who could wrangle the brats into submission. Leading them all was four leaders who took care of the order on the ship and each of the leaders obeyed one woman: the blonde foreigner woman who was one of the world's most terrifying black-market quirk-sellers.
Day of Kidnapping
There was a group of seventeen children who had quirks, their single jointed-pinky-toe was proof, but no manifestation of said quirk. Even though a few of said children had strange physical appearances, it was decided they must've been emitters and were sent to the sterilization chamber at the bottom of the ship. For their records they wrote down the children's names and took a photo.

As unknowns they would be sold at the highest possible price to the organizations who would train them well as assassins. The terrorist groups would pay well for the unknowns. After all, they were the only ones who would even bother purchasing unknowns. Brainwashing those who don't sell after two weeks would be easy enough. Training them to be bi-lingual will be the hardest step.
