Description:
User can have an undetermined amount of people hallucinate a large amount of red, glowing eyes staring that them from any black spot.
Should the spot be illuminated, the eyes disappear until it's dark again.
User can afflict this to anyone within view.
The target will suffer until the user wants it to stop.
