The Galactic Federation was helping many planets rebuild what was destroyed during the war but life was hard to find. After the conflict, a series of disputes and smaller conflicts broke out since all species committed atrocities to one another.
It was basically one species for themselves. The heavily damaged areas such as the cities was one of the most notable examples. Every city contained a community of one species before the war which led to widespread violence even after the war.
A refugee crisis erupted into chaos even so when riots broke out between everyone. The GDC was seen to the public as either a protection force or an oppressive occupation army. Depending on who you asked. Many fights actually started in some areas because of the interference and the rise of more GDC troops.
Some members of the Galactic Federation wanted to leave the council and secede into an independent planet where they did not have to rely on the Galactic government and they were able to go to war on their demand. Others wanted the same thing.
Ethos Prime was the main target of many terrorist organizations and so far, at least 200 attacks had been committed. Only 50 of them had succeeded. The Galactic Federation needed to do something or else the whole galaxy would fall apart and it turned out, their fears were true.
During the crisis, The Shadow Covenant began to profit and grew into an empire made up of uninhabited planets with no form of civilization or had at least a small number of people. With this, they were able to make massive amounts of ships, arms, tanks, armored vehicles, weapons, and troops. They even constructed their own city which served as the capital. They called it: Dark Avon after one of the gods from the Dark Master's species.
Many warlord factions gave them allegiance and weapons needed to build an army and the Shadow Covenant with new allies and a military began building for war against the Light Spirit and his followers.
The Shadow Covenant was also led by a very few chosen that were capable of leading the army such as the Dark Master's students: The Shadow Disciples. Very few top trained and well organized commanders also became a part of this leading branch.
Shadow Covenant numbers grew over time and soon the cult had about 1.5 billion followers. Armies spanned over in the millions and their weapons were too advanced for something of golden age tech to counter. The Shadow Covenant mostly had a caste system in place which kept both the army and the populations they controlled in line. And everyone had to respect their rule or face eternal suffering as it was placed under Shadow Council law.
Every time they went to a planet, they would make them have a choice to join them or be destroyed. Most planets picked joining them in hopes of saving their people or for personal reasons and those that picked not joining would as subjugated to harsh punishment or be destroyed. The local populations were not spared of any of the violence that happened while they were occupied.
Some say that the Shadow Covenant did it to bring forth a period of salvation and unity while it was leading to the deaths of millions. The Dark Master was considered to be an all powerful being so speaking or revolting against him was out of the question.
The Shadow Covenant army was made up of species that also were a part of the Galactic Federation but were mostly made up of former light worshippers and cultists that believed the Light Spirit abandoned them and that they were being forgotten with an immense hatred to those who received the Light and not them. Greedy leaders and warlord factions also joined for personal gain such as the former emperor of the Royal Cabal Family that was placed into exile for his reign of tyranny and corruption.
Soldiers were mostly taken from military forces that were outfitted with advanced weapons but soldiers in the occupied territory would be made up of children and forced to fight in order to bring "salvation and hope" to the galaxy. Pirates and mercenaries also joined for profit and personal gain. The baddest and most toughest warriors eventually became commanders in the army thanks to the training they received from their gods. They were now able to counter their Guardian counterparts with similar powers and weapons.
