Guardian Commander: Yes sir!!!
Chairman Zavala: Of all my time since becoming Chairman, I have never seen the people so happy since we liberated the city.
General Shavix: Well, it seems to be very nice since everyone needs a little down time.
Ghost: Yes, but with chaos still all over the galaxy and the reports of this so called Shadow Covenant wreaking havoc after we were temporarily displaced from our base. We need to do something or we could face even bigger problems.
Chairman Zavala: You are very much correct, Ghost. We have to inform the people of this. Get me the media and tell them I want to send a message.
Guardian: Yes sir!
(Breaking News)
News Anchor: Hello, I'm Roger Danes! It has been exactly 1 week since the GDC with the leadership of Chairman Zavala have liberated our beloved city from the clutches of the infamous terrorist organization: Red Legion. While Reconstruction is still taking shape in the city, the Chairman has declared a state of emergency regarding the galactic wide civil war that began after Ethos Prime was destroyed!
Chairman Zavala: My fellow citizens! While we have been able to take our capital home back from the clutches of the Red Legion, we sadly have to now be involved with the current situation that is currently happening! As it just came to us, The one's responsible for the invasion were loyal followers of a new faction that has been building an army for quite a while and they are very armed and dangerous. They also have the same powers as us so it will be hard for us to defeat them. But we will stand strong! I have placed martial law with the help of the senate and placed military commanders as the top district governors as means to keep the stability of the city. All citizens are required to do everything they say until the heat dies down. I can assure you it will be hard but together we can do it!!!
Nearly after the message was sent, GDC troops via the Chairman's orders were placed under control of the national government and were given orders to bring stability to the city. Over time, martial law enforcement was widespread and while it was discomforting, the local population followed every law given.
Curfews, Patrols, Drills, Checkpoints, and trading escorts were the first laws established. By then it moved onto rations, shared supplies, frequent military training exercises for the citizens as means to defend themselves, and even militias receiving new weapons in order to combat the Shadow Covenant.
At least 1.5 million citizens signed up for the GDC and another went for the Elite Military Command Corps which was established after the Liberation of Ethos Prime. Recruits were trained for about 2-4 months due to heavy battle conditions but they were well trained and well equipped.
In no time at all, The GDC was back to its former glory. Ships, tanks, aircraft, weapons, and equipment were in full production thanks to the Chairman's new regulations for the industries and the war effort.
The GDC was ready for a Galactic wide Counter Offensive.
As the GDC tried to rebuild their forces, Shadow Covenant forces moved in to secure key areas and planets and with the fall of Ethos Prime, they had to act quickly since their enemy was already rebuilding. Shadow Troops landed in key planets and began to wreak havoc. Surviving Red Legion were later indoctrinated into their Shadow Legion counterparts and other units who did not receive the fall back order were forced to holdout in planets they once held onto.
With Dominius Ghaul dead, a new second in command was placed: Emperor Calus. He was given full authority to the military forces and the rest of the Shadow Covenant leadership was given several roles such as warlords and top commanders. The Dark Master moved his ships into key positions as means to land troops, provide bases, and gain more followers into joining.
Planets such as Europa, Nessus, the Moon, IO, Mars, and Etc were the first targets of the Shadow Covenant after Dominius Ghaul had passed. The rest of the planets they took over was later annexed such as the Xinar Homeworld.
With advanced technology and new weapons of war, both sides were ready to mount an offensive. And with new allies, they were willing to do anything to get what they want.
It was only a matter of time until they were ready to meet each other on the front lines.
