CH6 Meeting for Project Philades

The full Rocket council was once again meeting. The topic of discussion was their future plans for the 3rd civilized region.

"We agree that the plan for Rodenius is fine as is, right?" Tyrael asked.

"Yes, no changes needed, just time." Giovanni confirmed. "Now as for the wider plan for this continent it has to go just as we planned. This is the first time we have the true element of surprise. I believe we should carry out our usual operations but maybe a bit faster and more flagrantly since no one will be actively countering us."

"I agree. I also think that we should enact total secrecy to ensure the success of the wider plan." Surge suggested.

"Nah I think we should open it up a bit. Get some of the powerful nobility to flip in order to make the change last. It also puts a native in the seat of power so if things go wrong and if worst comes to worst we'll share the heat. Also I think we leave those operations mostly for the aftermath since here we're seen as a fully legitimate government" Tyrael countered.

"I support that." Spy chief Almo interjected. "This will allow us to get field data and experience about magic faster."

"Having local leaders at the top always makes corruption seem innate." Giovanni laughed.

"My people can provide information and possible targets. The maps from Qua-Toyne were very helpful for our people to map out the planet." Space Chief Nakada said.

"Good. Now, I've heard that there are three ally candidates for this region?" Giovanni asked. "Let's take a look at them."

"With pleasure, the countries that we believe to be the best choices for potential allies are the Sios Republic, Pirate Empire of Marl, and the Kingdom of Reglacus." said a field agent bringing up a presentation about the three countries of interest.

She then organized some papers and began.

"The Sios Republic is an island located in the strait between Parapaldia and Rodenius. Sios's government is very similar to Team Rocket. While they do have a regular government in reality it is controlled by five crime families that dominate the Island. No decision or action is made without their knowledge or approval. They form a ruling council that rotates the seat of power every two years between the family heads. However there is a strict balance of power and they generally don't make a major decision unless they have at least a super majority of votes. We recommend we take a direct approach and lay out exactly what we have in mind honesty crime org to crime org. They would most likely see past any deception anyway.

They would be excellent for securing the strait between them Parapaldia and Rodenius. They also already have a significant presence in the Kingdom of Altaras and various Parapaldian port cities. With our assistance they could probably pull off a soft coup in Altaras gaining similar powers there like the ones they have in Sios. that and their connections on Parapaldia would make them a suitable partner. They would also take the least to convince. Once they see the possible profit they can make with us they'll quickly agree."

The Rocket Council then held a vote. 5-0 it was voted to attempt to ally with Sios. Next came another field agent to present the findings on the Pirate Empire of Marl.

They then cleared their throat and began. "The Pirate Empire of Marl is the nation on this eastern Peninsula bordering the Pandora Greater Magic Principality. While the name suggests a huge fleet of raiders with a large area of home territory it's more of a proper country than you would think. While they used to be like that over time the country evolved into a monarchist feudalist state. The Pirate King, who is currently a queen, rules over the various pirate lords. Each lord and the queen have their own territory that they control. While the monarch can wield their power across the whole empire the pirate lords are strong enough together to defeat them. It is a balance between the power of the queen and the lords. Luckily for us the current Pirate King, Queen Gloria, is the third most powerful in their history. If we make an alliance with her then we can count on the whole empire. They have an extensive network of sea routes and outposts that will be helpful for our navy. It would also serve as a friendly jump off point to the rest of the world. Similar to Sios once they see what's in it for them they will be all aboard. Especially since both Pandora and Parapaldia have defeated and taken land from them."

Another council vote was held. This time the vote was 4-1 in favor of sending a delegation. Executive Pryce the only vote against the idea.

"Any reason for your vote?" Surge asked. "The Pirates offer much needed military experience compared to Sios and Qua-Toyne. On top of that it allows for a second front to apply even more pressure."

"I just don't think decentralized raiders will provide much value but if you all think so then I won't protest." Pryce explained.

"Well we can always encourage the lords to come under and support their queen can't we? I think they will be a good ally to have." Tyrael said.

"Please present the last candidate." Giovanni ordered, ending the conversation.

"Yes sir." chimed another field agent. They then stood where the last two stood and started.

"The third candidate is the Kingdom of Reglacus. It is the nation that encompasses the lakes Syvoslin and Ustukh. Reglacus is a middling power comparable to the Kingdom of Reim that has resisted the Parapaldians anywhere they can. Unlike a lot of other 'civilized' countries they are quite reasonable and even slightly diplomatically humble. We believe the cause of this is constant Parapaldian imperialism and the execution of their Second Prince Zin five years ago. This spawned their willingness to work with seemingly anyone who will fight the Parapaldians with them. Due to this policy we believe that they will make a good ally. We even dug deeper to see if they had any great ambitions on the Parapaldian Empire. From what we have heard from some of their strategy meetings other than taking back some lost territory and some looting they're content to let the rest of it crumble. They also have a direct land border with Parapaldia which will be great for causing widespread chaos."

"They would be a good ally for our global image. Perfectly legitimate government that if successful will willingly ally with us and receive rewards in turn." Tyrale commented.

A final council vote was held. The proposal to send a delegation to the Kingdom of Reglacus 5-0.

"Now for the next order of business we have decided where our first point of contact on the main continent will be?" Giovanni Asked.

Tyrael then waved in a member of the Foreign Ministry to present the plan it had created.

"The current plan is to contact three island nations along the coast of the Philades continent. Those countries are the Kingdom of Fenn, The Kingdom of Awan, and the Gahara Thearchy. We believe using them as a potential doorway to the continent would be good. It will allow us to still make progress on the continent while not distracting from time sensitive events on Rodenius. " explained the diplomat.

"And if they are resistant?" Giovanni pried.

"Well I won't miss them." Tyrale blurted out. "What about you?"

Giovanni laughed and said. "No, not at all, do what you need!"

"On that note I would like to notify the council that a mostly carbon copy deal was made with the Kingdom of Quila, the one south of Qua-Toyne, except we will get oil instead of food." Tyrael announced.

"Qua-Toyne is a good deal more advanced and wealthier than Quila. What magic could they have that the Qua-Toynians don't have?" Archer asked.

"The Qua-Toyne have an extensive catalog that mostly contains defensive and support magic. They do have a non-significant amount of attack magic but it's still only on par with most nations I'm told. Quila on the other hand has a huge deposit of knowledge of attack magic. The funny thing is that since they aren't elves they can't actually use all of the knowledge they have so they just use it as diplomatic leverage." Tyrael revealed.

"Isn't that just a bigger front line?" questioned Surge.

"Yeah but the border with Quila and Louria is mostly wasteland so I wouldn't worry about it." Responded Tyrael. "Anyway I also want to tell everyone I'm currently deploying troops into Qua-Toyne and Quila as per the treaties we have with them. I will not be sending many of my own contingent, just some admins to take command just in case of an invasion of Fenn, Awan, and or Gahara."

"You say it as if it's extremely probable. Do you not have confidence in your diplomacy?" Asked Pryce slyly.

"Not at all," Tyrael retorted with a slight glare. "It's just that from what I've seen of the cultures of those islands aren't compatible with our country and our policies. But hey, maybe I'm wrong and it'll work out."

"Well whatever the outcome we'll be prepared and respond accordingly." Giovanni stated getting up to leave.
