This is a new app that I found via squishytutorialsx on YouTube.
Step 1.
Go to the app store, and locate an app called Defqt.

This app is entirely free.
Open it up, and then select your PNG.
For some reason it won't allow you to show the full PNG, but only one square of it, but that's fine.
Click the arrow and you'll go to the next slide.
Step 2.
You will see a list of options, that you can try out on your own, but for this go to Noise.

Press the checkmark to save.
Step 3.
Open up any background in Superimpose, and then add your PNG.
Merge and save.
Step 4.
Add your text in Phonto, and a nice filter in PicsArt.
