Step 1.
Open up any image which boldly shows the eyes.
Step 2.
Open up the image below as your foreground:

Reduce the opacity of the image, and then go to Mask.
Using the smooth brush, erase over the parts of the stars that aren't covering the iris.

Step 4.
Go back to Transform, and then go to screen.
Make sure the opacity is 100%.
Merge your image, and save.
