Step. 1)
Open up a textured background in Superimpose, and then add the balloon letters.
Place them where you wish, but I suggest making them all similar size. Don't go too crazy.
Change the hue to make it blue.
Step. 2)
Open up your PNG and place it over the text, so it's slightly covering it, but not making it illegible.
Merge and save.
Step. 3)
Go to Phonto and add your name and any subtitle you may have. DO NOT MAKE EVERYTHING BALLOON LETTERS BECAUSE THAT LOOKS REALLY MESSY!
Then add a nice filter in Polarr/PicsArt and you're done!
