This was requested by kinkybucky and I obviously couldn't deny her.
Note: The will take around half an hour, but the more you do it the easier it gets. Also, this is a very unprofessional method. You'll understand what I mean.
Step 1.
Open up a black background in Superimpose.
Then open up a city silhouette.
You can just Google city silhouettes, or use this one:

Go to Filter, and then Invert the colour, which can be done in the third tab.

You can now see watermark, so open up a white foreground, and place it over the watermark, and over the bottom of the image.
Merge and save.
Step 2.
Open up your first PNG, resize and place it where you wish.
Go to Filter, and turn the exposure all the way down.

Merge and save.
Do this with your other PNG.
Step 3.
This is where I always mess up, so be careful.
Open up a foreground color: I repeat FOREGROUND, not BACKGROUND! This is why it takes me so long!
Do not use white, unless you want to be boring.
And using black is pretty pointless.
I suggest you use dark blue.
Resize the color so it covers the entire image, then choose Screen.

Merge and save.
Step 4.
Now open up the following image as your foreground:

Make sure it cover the entire image, and choose Multiply.
You may want to reduce the opacity a bit.
Merge and save.
Step 5.
Open up an PNG of a line.
Just Google line PNG.
Make sure it's thin.
If you have a black line, make sure to invert it, and then place the line across the top part of the image.
Be strategic about its placement!
Merge.
Do this two or three more times and then export to photos.

Step 6.
Open up the image in PicsArt, and choose any filter you wish.

Press the checkmark, and then save the image.
Step 7.
In Phonto, add your text and you're done!
