Five Kage Summit

Nikko sat across from the Feudal Lord of Fire. The boy was growing bored, but as an ANBU captain, he was required to be there. He watched the little man contemplate who to choose as the next Hokage.

"And what about you, ANBU?" the Feudal Lord asked, looking at Nikko.

Nikko perked up. "Peace," he said, "Pick whoever will keep the peace. Say, Naruto, for example."

"Not Naruto," one of the jounin said, "Someone more experienced is more suited to the position. What about Kakashi?"

"That's a brilliant idea," the Feudal Lord said.

"No thanks," said Kakashi, "How about Nikko? He's got more experience than Naruto and managed to survive against three Pains singlehandedly. Plus, he's got the Rinnegan."

Nikko shook his head. "No way," he said, "I don't want that kind of responsibility."

"Then you're perfect for the job," the Feudal Lord said, "It's settled. You're the Sixth Hokage."

Nikko sighed. "Very well," he said. He rose to his feet. "In that case, I better get around to rebuilding the village."

He turned to leave and walked toward the door. "Oh," he said, stopping in his tracks, "The real leader of the Akatsuki is a man named Madara Uchiha."

He then walked out of the room.

Yakama watched Nikko organize the repairs. She watched him assign the ANBU to protect the crater as the villagers rebuilt. Nikko threw himself headfirst into his responsibilities.

Nikko, Yakama, and Naruto held council often as the repairs were underway, discussing Jiraiya and Nagato's dreams.

After several days, ninja from the Hidden Cloud arrived. "We have a message for the Hokage," Karui said to Nikko.

"You're talking to him," the young Hokage said, "What's the message?"

"You're the Hokage?" Omoi asked, "but you're so young."

Nikko laughed. "I suppose I am," he said, "What can I do for you?"

"Our Jinchuuriki was kidnapped by an Akatsuki member from your village," Karui said.

"That's impossible," said Nikko, "Itachi is dead."

"It wasn't Itachi," said Karui, "It was Sasuke Uchiha."

Nikko's eyes widened. "Sasuke's a member of the Akatsuki? Since when?"

"You don't even know?" Karui asked, clenching her fists, "What kind of Hokage are you?"

Nikko but his lip. "I see," he said, "I'll organize a team to hunt down Sasuke."

"Lord Raikage is calling for a Five Kage Summit," Omoi said.

Nikko sighed. "Very well," he said, "I take it it'll take place at a neutral land."

"The Land of Iron," Karui said, "Be there."

Nikko nodded and turned from them, Hokage cloak trailing behind him as he walked. "Enjoy our hospitality."

Sasuke stood before Tobi. "So Nikko's the Hokage, huh?' he asked, "Fine then, I'll kill him first. He's no brother of mine or Itachi's if he's with the Leaf."

"That's right," Tobi said, "and he's going to a summit in the Land of Iron."

"The land of Iron, huh?" said Sasuke, "Very well."

Nikko arrived at the summit and took his seat. He'd forgone any bodyguards, hoping to prove that the nations could trust each other. He did, however, place his mark on the underside of the bridge.

"Pain said something to Naruto and I once," Nikko said to the Raikage once he arrived, "We are ordinary humans driven by revenge in the name of justice, but if one comes to call vengeance justice, such justice will breed only more vengeance and trigger a vicious cycle of hatred."

"What are you saying, Hokage?" the Raikage yelled, "That I shouldn't seek justice?"

Nikko sighed, "No, that's not what I'm saying. I'm saying that there's a better way."

"And what do you suggest?"the Raikage asked.

"Name your price," Nikko said.

"Sasuke's head!" yelled the Raikage.

Nikko sighed yet again.

"Enough!" Mifune yelled, "Let's get to it."

"Then allow me to begin," Gaara said, "I am a former Jinchuuriki. The Akatsuki captured me and took the One-tail from me and that is why I consider the Akatsuki to be an extremely dangerous group. I sought the aid of the Five Kage many times, but was ignored. Except for the previous Hokage."

"And our relationship with the Sand remains the same," Nikko said.

"Jinchuuriki from all your nations have been taken," Gaara said, "To collaborate at this point is simply too little, too late."

"Enough of this nonsense!" the Raikage yelled, slamming his fist onto the table, "The Hidden Leaf, the Stone, the Sand, the Mist the Akatsuki is made of Rogue Ninja from your villages. That's not all. From our investigations, we know that among you and the earlier Kage, there are even those that have used the Akatsuki."

"Never us," Nikko said, "The Akatsuki was and will always be the enemy."

"You worked with the Akatsuki, correct, Hokage?" Onoki asked.

"I helped them collect bounties as a boy, yes," Nikko said, "I was also trained by their leader, Pain. However, those days are behind me and I have killed two members of the Akatsuki and faced off in single combat against their leader. Not as a training exercise either."

"The reason I've called you all to this summit is to ultimately question your loyalties!" the Raikage said.

Nikko's eyes turned toward the floor. He's here, he thought, Sasuke. "It's time I let you all know this," he said, "The real leader of the Akatsuki was not Pain. No, it is Madara Uchiha."

"Are you sure of that?" Mei asked.

"But how could that even be possible?' Gaara asked, "Hasn't he been dead for several decades?"

"I have faced Madara in single combat," Nikko said, "His power has waned in his old age, but he is still a threat to us all."

"The Akatsuki must be dealt with," Mifune said, "We must establish the world's first Allied Shinobi Forces."

"That's a splendid idea," Nikko said. This summit is going better than I thought.

"Who should lead the Forces then?" Onoki asked.

"Well-" Mifune began.

Zetsu chose then to emerge from the ground. Nikko narrowed his eyes and produced a black rod. He threw the rod into Zetsu's head.

"Sasuke's here. I can sense his chakra," Nikko said, "If you want his head, let's go take it."
