ok so most of the people below the bedrock have pale eyes

including the lesbians in Romeoburg

who else that we knew had pale eyes? 

the Warden

Romeo is the one who sends everyone to the Sunshine Institute

the Warden said he and his friends were a couple of griefers

and that he had been brought as part of the 'second group', aka bait

Val and Soup definitely seemed like they could've been griefers

could the citizens of Romeoburg have possibly tried to revolt against him

lead by one/some of the Warden's friends

and Romeo used Warden to get them to stop
