In the Last Jedi, when the Emperor said he sensed conflict in Ben, he thinks it is a conflict of light and dark. Only Ben knows that the Emperor is only half-right. The truth is, Ben was considering joining the Resistance because Rey was there, and then he would be able to keep her safe. It is a conflict between Ben's emotions, as he is battling with his internal feelings for Rey.
