So this is later in the story, after Hemaska gets crippled and nearly dies. He doesn't, but is now forced to wear this suit until his legs heal. Also, it keeps with the theme of each Diamond Cutter being a Metal Gear reference. As Hemaska is a reference to Gray Fox, or Cyborg Ninja, from Metal Gear Solid.
