The Commission and heroes wouldn't be able to keep up the facade of being perfect idols for much longer as numbers grew higher and higher.
Awareness grew toward the societal norms or good and bad, so black and white without any gray area. People began to fight against it, even some lesser heroes saw the truth and joined The Army after being thoroughly scanned for any sign of Commission interference.
Touya met up with his siblings, although they did not join The Army they didn't outright disagree with him, Natsu even seemed to be in hesitant agreement.
And when they matched against the so called "good" and "heroes" they would at least make a difference.
