Kuuga and his friends find the man named James Black, who has been kidnapped. James left behind a clue—a blood-stained strap with the letters P, &, and A. Conan manages to solve the clue with Kuuga's help.
Yumi: The police car? Are you saying the kidnapper is disguised as a policeman?
Conan: Yes, if we don't find them soon, they'll get away.
Inspector Sato and Inspector Takagi arrive.
Sato: Yumi, any updates?
Takagi: Did you find the kidnapper?
Yumi: Well, he mentioned they are in a police car.
Takagi: A police car?
Conan: Yes, it's a clue related to P & A.
Yumi: What does that mean?
Conan: Let's try to spell it out! Ampersand becomes "and."
Yumi: P and A.
Sato: P-A-N-D-A.
Takagi: Panda?
Genta: Panda!
Agasa: I see! A police car has black and white.
Mitsuhiko: Just like a panda.
Sato: It's true that cops in Japan call it a panda car. But how would an Englishman, like the kidnapper, know that slang?
Takagi: How could a foreigner be familiar with that term?
Yumi: And not all police cars have black and white. A small white car with black trim doesn't resemble a panda.
Sato: Even for a foreigner.
Kuuga: No, it's a police car. Remember, the kidnapper guy lives in London. That means he was born around the 19th century, judging by his age. In London, they had black and white police cars known as "panda." It's not common knowledge to use that slang unless you're familiar with it from that era.
They looked surprised by Kuuga's deduction.
Ayumi: You're cool.
Mitsuhiko: You're a genius.
Genta: Yeah!
Kuuga: No, he's the genius.
Kuuga pointed to Conan.
Conan: No, you are.
Kuuga: What?
Conan: Because you mentioned black and white, and also the ampersand. Without your input, we couldn't have solved it.
Kuuga: Then I should thank the Owner. He kept nagging me with his stories to make me feel better.
Haibara: Then maybe you should stay with him and listen to him. And behave.
Haibara looks at Kuuga mischievously, and Kuuga looks at Haibara annoyed.
Yumi: Oh yeah, I did see a police car parked nearby, but I didn't see any foreigners inside.
Haibara: Did the officer seem strange to you?
Yumi: No, I saw two detectives in the back with suspect with coat covered his head and... Ah!
Ayumi, Mitsuhiko and Genta: That it!
Kuuga: Then Let go!
Kuuga and his friend went to chase the James by Agasa vehicle.
Kuuga: Detective.
Conan: Huh?
Kuuga: if those imposters have escape on Ikumo route. Could they be known that the police after them.
Conan: Yes.
Kuuga: if so, they be using their hostage and create panic in next checkpoint. If we go after them, he is in danger.
Conan: Don't worry I got a plan.
Conan take out Badge and heard Sato and Takagi talking.
Conan: It's not impossible!
Takagi: What? Conan?
Sato: What?
Conan: Sorry! I left my badge with you.
Sato: Where are you?
Conan: I'm about three miles away from your car. I have a plan, but I need to ask if you're up for it. The success of this crazy plan depends on how many cops we can get to join in.
Conan asks Sato and Takagi about the plan, and they start preparing. Agasa and Sato initiate the plan. They spot the kidnapper's vehicle. Agasa pretends to be the kidnapper, while the imposter pretends to be a cop. Then the imposter takes action to save them.
Kuuga: Looks like they took the bait.
Conan: Yeah. Huh?
Conan notices a familiar black truck, and Kuuga looks at Conan with a strange expression.
Haibara: Well, is it's work?
Conan: Just as we planned, don't worry.
Kuuga: What is it?
Conan: Eh? Oh, it's nothing.
All the police cars surrounded the imposter's vehicle, hitting the brakes and pointing their guns at them, eventually arresting them. Kuuga spotted James's heading towards another vehicle and hurriedly went after him.
Kuuga: Wait!
James stopped.
Kuuga: I want to know something. Oh, I forgot to ask. Are you okay?
James: I am. Thank you for your concern. What is it that you want to ask?
Kuuga: My name! What does it mean?
James looked surprised that Kuuga didn't know the meaning of his own name. James smiled and threw Ayumi's badge towards Kuuga. Without answering Kuuga's question, James got into a vehicle and drove away.
Kuuga: Wait!
James got into someone's truck and left.
Yumi: Huh? He was here a minutes ago.
Kuuga: Oh, I saw him take a ride another vehicle with his friend. I sure his safe for now.
Yumi, Sato and Takagi looked at Kuuga about Foreigner. Kuuga went to kids.
Kuuga: Ayumi.
Ayumi: Huh?
Kuuga: Here.
Ayumi: My badge!
Kuuga: That man is safe for now. Him friend arrive so he went with him.
Mitsuhiko: That good.
Genta: I see.
Kuuga saw Conan and Haibara talking to each other about James.
Kuuga: Hey, what are you talking about?
Haibara: Nothing.
Conan: How is that man?
Kuuga: He seems to be okay, and he got into another vehicle. I think his friend has arrived.
Conan: By the way, why were you so eager to go after him?
Kuuga: I just wanted to make sure he was okay.
Conan: Are you sure that's all?
Kuuga: What do you mean?
Conan: Well, you seemed desperate to find him.
Kuuga: I have my reasons.
Haibara: Are you Sure?
Kuuga: Yes! Let's just go home. I tired.
Kuuga decides to go home, leaving Conan and Haibara suspicious of his behaviour.
