As the Clone Wars continued with no end in sight, the clone troopers suffered casualties at an alarming rate which forced the Senate to convene an emergency session to debate the true cost of the war. Several members of the Senate believed that the financing of more troops and the de-regulation of the banking system would benefit their cause while others thought it only would drag out the war even longer.
Knowing his former padawan had an eye for politics – even if she didn't like to admit it – Master Windu sent Kaia to the Senate to see how the discussions went. After all, whether the Senate voted for financing more troops or not would greatly affect them as Generals of the Grand Army of the Republic. Even though the Jedi High Council couldn't weigh in politically, they wanted some insight in where the war was heading.
When Anakin heard about Kaia's planned journey to the Senate, he decided to tag along, claiming that it would be good for Ahsoka to learn a little about politics. Kaia had a suspicion it was really just an excuse for Anakin to casually bump into Padmé but didn't comment on it as the four left the Jedi Temple together.
"Order! Order!" Mas Amedda, the Vice Chair of the Republic, shouted when the debate was getting out of hand with senators just speaking over each other. "Let Senator Saam finish."
"This is a matter not of philosophy. More troops are needed," Senator Saam said. "The Republic cannot afford to let the Separatists gain any more ground."
"Our Generals inform us that troops in the field continue to perform valiantly," Bail Organa argued. "What we cannot afford is to be irresponsible. The Republic is near bankruptcy due to the cost of this war." His statement earned cheers from about half the senators and jeers from the other half.
"Bankruptcy is not necessary, my friends," Senator Lott Dod of the Trade Federation argued. "If we pass Senator Saam's bill to open new lines of credit, we will gain access to the needed funds."
"Won't this bill essentially deregulate the banks?" Mon Mothma spoke up.
"A small price to pay to finance the war, is it not?" Senator Halle Burtoni of Kamino said, always favouring any bill that made the Kaminoans richer. With that everyone started shouting again, some chanting for the war to keep going while others took a stance against it.
"Are there any actual rules about who is allowed to talk, or can everyone just jump into the discussion when they wish?" Kaia mused, leaning against the doorway where Padmé Amidala's repulsorpod would dock once the senate was adjourned.
"Members of the Senate!" Padmé's voice echoed through the Grand Convocation Chamber as her pod was detached and floated into the centre. "Do you hear yourselves? More money, more clones, more war? Say nothing of fiscal responsibility, what about moral responsibility? Hasn't this war gone on long enough?"
