Leopold paced in front of one of the many windows of Saint Michael's Castle. His pale eyes, a hue of hazel green, flickered and darted behind the lenses of his round glasses as he formulated a plan.
Monarchy? Perhaps. But did Ravil and Artem have any plans to adopt a child or have a family at all?
Dictatorship? Maybe. It would only work if they kept it subtle somehow. Dictatorships had a bad connotation in general, and it wouldn't work if the public knew about it, Leopold resolved.
He glanced out the window. A constitutional monarchy would do, and if that wouldn't work, he could always just corrupt the Duma.
