Leopold was making revisions to his original plan. A monarchy would not only last forever, it would also take forever to be established (in realistic standards, it would probably only be tern years approximately before Artem and Ravil had a child- that is, if they intended to. But Leopold knew full well that he couldn't wait that long).
So, instead of a monarchy, he could corrupt the Duma. Or, maybe, if he played his cards with the excellence of Russian political genius, he could seize the presidency himself. Perhaps he could send Ravil on a "hiatus" of sorts, or arrange some other way...
But since Ravil knew now, since he knew Leopold was up to something and had been since the day they'd taken over the Kremlin, Leopold decided one thing for sure:
Something had to happen. Ravil had to be removed from the picture somehow.
