"W-War?" Gaara asked incredulously.

"The Hachibi? What're you talking about?" A sneered disbelievingly. "Didn't you get B?" He snapped.

"The attempt to capture the Hachibi failed and he escaped." Tobi answered begrudgingly. "He is a shinobi who is a perfect Jinchūriki. Only your younger brother has what it takes."

"EHH?!" A stumbled back a step. Since the his journey to the Summit, he had a one-track mind toward the fact that B was dead due to the reports that he had been captured by Akatsuki.

Yeah, I sort of had a feeling about that. Darui thought knowing that B wouldn't be captured so easily.

"THAT IDIOT!" A shouted angrily. "He used the chance to slip away and now, he's having the time of his life! Unforgivable! He's going to get my Iron Claw!" He raised his right arm in the air and clenched his fist.

"We will not hand over Uzumaki Naruto either." Gaara said loyally.

"I agree with the Kazekage!" Mei sided with the Kage.

"What about you, Raikage?" Ōnoki asked challengingly.

"There's no way I'll let him have my younger brother!" A snarled hastily.

"We would also never sell out a comrade in Konohagakure or any of the Villages or such a plan!" Itachi added as well when he stepped forward again.

"I don't have the strength, but the Tailed Beasts we've gathered so far, do." Tobi threatened them. "You people have no chance of winning."

"We haven't give up hope." Gaara shot back calmly.

"Very well." Tobi paused for a few seconds. "I hereby declare the start of the Fourth Great Shinobi War." He said with particular ease.

"The Fourth Great Ninja War?" Ōnoki quipped disbelievingly. He thought for a moment that he wouldn't be able to follow through with the thought of war but after giving it some time, Madara really could being a war if need be. "Are you mad?!"

There was a silence as Tobi refused to answer the Tsuchikage's questions. In fact, he stood up, ready to take his leave.

"The next time we meet will be on the battlefield." Tobi announced completely calm with the fact that he had declared war against the Five Kage. Using his Space-Time Ninjutsu, the Kage and the body guards waited for his presence to vanish before recommencing the Five Kage Summit.

"Well then, what do we do now? First we have to find out where the Hokage went, though his body guards remained. You two, were you aware of Danzō's plans to flee at the point of encounter with an enemy or confrontation?" Ōnoki turned to Itachi and Sasuke.

"No, we weren't." Itachi answered for the two of them. "My name is Uchiha Itachi, first-born son to the Head of the Uchiha Clan. I ask for your permission here and now to be the stand-in for the Hokage." Itachi rarely showed a plea, even to the Elders of the Village, and he got down on his hands and knees to show his respect and his place beneath the Kage. "I promise now that I will deliver this information back to the Village with the utmost care and I will give it to anyone whom you see fit."

The Kage Summit remained silence for many seconds as silent conversations were transferred between the eyes of the four remaining Kage. Finally, they came to a conclusion and Mei spoke first.

"You may be a stand-in." She said but with a sharp edge. "But the moment we sense any actions to be taken against us, we will kill you for the safety of the shinobi world along with your brother." Mei held a stiff penalty against them but Itachi knew that they wouldn't die here.
