RusViet is a God Tier Ship and this fandom sleeps on it.
There's a lot of history between the two; just take a look at history dating back from the 1950s. Historically, the USSR was one of Vietnam's strongest allies. They supported (North) Vietnam in the Vietnam War and supported Vietnam in their conflict in Cambodia. Today, Russia (which is the USSR's main successor state) and Vietnam still maintain close relations.
About five percent of the Vietnamese minority in Russia are there on scholarships as students.
Incidentally, the Vietnamese seem to view Russia positively, making Vietnam one of the most liked countries by Russia.
They have bilateral trade relations (big exports being machinery and steel from Russia and textiles and rice from Vietnam). They also have relations in the energy field. Vietsovpetro is a joint Russian-Vietnamese enterprise for oil and gas exploration. The two countries also cooperate on atomic energy.
Hetalia-wise, I know they haven't interacted, but I think it'd be adorable. I think pairing her with a cheerful guy could help bring her out of her shell a little, and Russia needs someone to ground him (after he gets some mental help--no one should get into a relationship with him before that happens).
