This is my preferred pairing for both characters.
They do have history because of the Spanish Netherlands, and Spanish merchants traveled to Flanders, resulting in many families living in Belgium of Spanish descent. The two also have business relations.
Hetalia-wise, they're adorable, and are shown to get along well in canon.
