The Hel Command and The First Order were two organizations that never agreed with each other's opinions. What Hel was that the Order wasn't, was an all-ethnocentric military group. Both formed and grown from a hermit state into the dominant galactic power at the end of the era of The New Republic.
When both organizations rose from the dark, each group started to have different opinions. The First Order believed in the terms of fascism and that only they were the true rulers of The Galaxy.
Each organization leaving each other, gaining power on their own for many years, they both grew with the beliefs of militarism, that created a democratic and demilitarized galaxy, unlike The New Republic, that is today known as The Resistance...
