They were all gathered in a meeting room as Secretary Ross sighed. "Five years ago I had a heart attack and dropped right in the middle of my backswing," he held up his hands to imitate swinging a golf club as the team silently watched on. "Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass, I found something 40 years in the Army never taught me. Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some who would prefer the word 'vigilantes'."
"And what word would you use, Mr. Secretary?" Natasha asked.
"How about 'dangerous'? What would you call a group of US-based enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose, and who, frankly, seem unconcerned about what they leave behind?" He stepped to the side so they could see the screen. "New York." The clip showed people screaming and the Hulk destroying a building. "Washington, D.C." They were shown one of the helicarriers falling into the water and people running for their lives. "Sokovia." People were running for their lives, buildings were collapsing. "Lagos." The clip showed the explosion, people being carried out in body bags and people laying on the ground, dead.
From where Lexie was sitting at the end of the table next to Steve, she could see Wanda flinch and look down. She was sure, everyone who sat around the table, felt guilty seeing the footage of the destruction they'd been a vital part of.
"Okay. That's enough," Steve said, seemingly having noticed the same thing.
"For the past four years, you've operated with unlimited power... and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He was handed a document and put them on the table in front of Wanda. "The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization," Wanda slid the book over to Rhodey, who looked it over. "Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."
Lexie turned slightly in her seat and looked behind her at Tony, who was sat by the wall, a bit away from the group. His eyes met her and she gave him a questioning look, wondering what all of this meant, only for him to slightly shake his head and give her a sad smile. She sighed and turned her attention back to the conversation as Steve spoke up.
"The Avengers were formed to make the world a safer place," he said. "I feel we've done that."
"Tell me, Captain, do you know where Thor and Banner are right now?" Steve looked up at him. "If I misplaced a couple of 30 megaton nukes... you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."
"So, there are contingencies," Rhodey stated.
"Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over." He began leaving.
"And if we come to a decision you don't like?" Natasha spoke up.
"Then you retire," he answered simply.
Lexie didn't know what the future held, but she was worried this would cause a division in the team. In her family. Some would sign the Accords, some would refuse to. And then what would happen to them?

Not much of Lexie in this chapter, I'm sorry, but she'll be more prominent in the rest of Civil War.
