If you want to survive in this world, you must remember this one simple fact.
Your money decides whether you live or die.
You need to pay your 'fees'. If you can't pay, then... you don't deserve to live.
"I can't pay this month, Tetsutetsu..." Kirishima told his friend. "I-I've even been starving myself this week to save my money so I'd be able to pay, but it didn't work...!"
"Damn, that sucks." Tetsutetsu responded. "I'd help you pay the fee, but I only have enough money to pay for myself. Really sorry, man."
"This was my last chance to pay, too... so I can't just tell them that I'll pay next month. This is it for me..." Kirishima said, trying to convince himself he was ok with that fact.
Unlike adults, who are only given one chance to pay, Children are given a sort of 'three strikes you're out' rule for their payments. If you are a child and can't pay one month, you're given two more chances. If you fail to pay three months in a row, then you're punished for not paying.
"You were a great guy, I'm gonna miss having you around." Tetsutetsu said.
"I-I don't want to die!" Kirishima yelled out in a panic.
"If you don't want to die, I guess you could try running away." Tetsutetsu suggested. "But if they catch you, they'll arrest you for waiving the fee, and that's also punishable by death. And they will find you eventually, so... yeah, even if you run, you're gonna die." He continued. "Sorry, I can't help you."
"...so there's really nothing I can do, is there...?" Kirishima said to himself. "I'm... I-I'm going to die today."
"I mean, you had a good enough life, right?" Tetsutetsu asked. "And hey, I'm using up the last of my money on this, and this weird disease I've got will probably cost a lot, so I probably won't be able to pay next month or the next month or the next month, so I'll probably be joining you soon." He gave a thumbs up.
"That's not a positive, Tetsutetsu!" Kirishima said.
"How is it not? I mean, if we die, we don't have to worry about not being able to pay, right?" Tetsutetsu asked.
"I suppose..." Kirishima hid his true feelings with a smile as he tried not to cry. "If I'm being honest right now, I-I'm fucking terrified."
"Makes sense. I can't imagine not being scared of this."
"I've been to an execution before, when I was living in the upper city. Before you're hanged or decapitated, you're publicly tortured, and you're stripped completely naked and degraded... you're made to feel like you're absolutely worthless before you die..."
"Oh yeah, I forgot you lived in the upper city for a while." Tetsutetsu said. "Your family was pretty well off, right? What happened?"
"My parents were poisoned! Because they died and I didn't own the house, they kicked me out so they could sell it to somebody else. And of course I didn't get any of my parents remaining money... so I was forced to say goodbye to my friends, and find somewhere to live in the lower city."
"Sucks."
"Maybe I'll see some of my old friends during my execution? It'd be nice to see them one last time." Kirishima said to himself. "A-and you'll come too, right? You'll come watch my execution? I feel like seeing you, or my other old friends, will bring some kind of comfort to me..."
"I can't, sorry." Tetsutetsu said. "You know that people from the lower city aren't allowed in the upper city."
There was a knock at the door.
"Well... I guess my time's up, huh?"
"Yeah, I guess so. Good luck Kirishima, hope you aren't tortured too badly."
As Tetsutetsu went to open the door, a jolt of fear shot through Kirishima's body.
He ran out the back door, knowing that he needed to escape his fate somehow.
Kirishima ran as fast as he could, but it proved useless. One of the collectors tripped him, and he fell to the ground, faceplanting and most likely breaking his nose.
"You were running, you were trying to get out of paying, weren't you?" The collector grabbed him by his ankles, preventing him from running away again.
"N-NO! NO!!" Kirishima screamed.
He clawed at the ground as he was dragged away. He screamed and cried and begged for his life, but nobody cared.
Nobody cared that a fifteen year old was being put to death because he didn't have enough money.
Such is life in this horrible world, I suppose.
He was dragged all the way to the upper city, and he screamed the whole time, desperately hoping somebody would save him.
He knew it wouldn't work, nobody was coming to save him, but he still screamed as loud as he could.
...
And just then, he heard a voice.
"Hey, about that redhead, could I pay for him? How much does he owe?"
"Just let him be killed. People who can't pay are the lowest of-"
"I asked you a question. How much does he owe."
"I'm not gonna tell. Worthless people like him deserve to die, so just back off kid."
"TELL ME HOW MUCH HE FUCKING OWES SO I CAN PAY IT OFF."
"Wow, no need to get so angry... eighty thousand, but you really shouldn't pay for him."
"It isn't illegal to pay for someone else. Here's the damn money, now let go of him."
The collector let go of Kirishima, and walked off to go continue his job of making sure people pay.
Kirishima looked at the person who had saved him.
It was a boy with spikey blonde hair and red eyes. He also radiated "I'm constantly pissed off" energy.
"W-why did you do that...?" Kirishima asked.
"It's simple, I felt bad for you."
In reality, it was more than just him simply feeling bad for Kirishima... he felt something more.
The next month, when payments were collected again, Kirishima was told something surprising.
"Oh, apparently someone paid for you this month."
"What? Really?" Kirishima asked. "Who?"
"Someone from the upper city, Katsuki Bakugou." The collector explained. "Welp, I'm off, see you next month. You better have your payment ready by then." He glared at Tetsutetsu.
"I swear I will!" Tetsutetsu insisted.
People from the lower city aren't allowed into upper city, and vice versa. For now, the two of them will stay separated, but one day...
One day, they will meet each other properly.
When they do, it will be love at first sight.
