When the announcement happened shock radiated through all twelve districts. For the quarter quell, tributes would be picked from the existing victors, and they would go and fight once more in a twisted sort of hell. There was pain, tears, rage. The victors had been promised that the rest of their lives would be left in peace and comfort. And now the capital was taking back their word. Decades worth of past victors would once again face each other. There was a unified sense of betrayal felt.
"Goooood evening, ladies and gentlemen!" Caesar cried to the masses of the capital. Cheers of excitement rang out, bouncing off the walls of the auditorium. "It is with great pleasure that I get to announce the event of the Seventy-fifth HUNGER GAAAAAAAMES!" He shouted, splaying his arms out to his sides with a wide bow. The crowd seemed uncontrollable, but they quickly managed to calm themselves, eager for the procession of the games.
"Now, this is a very emotional game this year, as many of you already know." He nodded with mock serenity. Murmurs of agreement ran throughout the crowd. "We will be seeing our past victors once again, faces we all know and recognize. So let us begin." His bright smile returned just as suddenly as it had disappeared and he brandished his arm out to his side again, gesturing to the back of the stage, where two panels were splitting apart.
"I PRESENT TO YOU ALL, THE LOVED, THE BEAUTIFUL, THE DARLING OF THE CAPITAL, WILLIAM AFTON!" With this announcement, people started screaming in excitement, women began fanning their painted faces with pretty lace fans. Even the men seemed uncontrollable.
"Well good evening, Caesar. I appreciate the dramatic entrance." William smiled to the crowed, taking a bow himself. His hair was purposely loose and messy, he flung it back with a hand when he straightened from his bow. His grin was brilliant white and his skin was perfect. He was dressed in a black tux with a purple vest and purple flowers adorned the trimming of the jacket.
"Oh of course, and anything for you. Now look at how dashing you are, did you think you would ever be on this stage again?" Caesar asked him, taking his hand gingerly in his own. William looked out to the crowd, his eyes darkened and his face fell for a moment.

"You are our youngest victor by far, William. Would you ever do this again?" Caesar asked the small boy in front of him. William sniffled softly, but sucked in a breath and faced the crowd with utmost confidence.
"I won, did I not? Am I not your victor?" He screamed in response. The audience stood up and cheered loudly. Caesar laughed and took his hand in his own, shaking it vigorously.
"That you are! Ladies and gentlemen, your victor!"

"No I certainly didn't." William finally said and offered a laugh and a dashing smile. "But am I surprised? No. It was only a matter of time until the capital lost their god damn minds. I almost expected it." William shook his head. There was malice in his smile. The panels behind him showed images of him now and images of a small boy with the same fierce, confident grin.
"Well, well, well. I see you haven't dwindled in your confidence." Caesar grinned and shook his hand. William took his hand away and gave another bow to the audience.
"I have no reason not to be confident." He shouted to the crowed, winking at some random woman in the audience, who clutched her chest and held the back of her hand to her forehead.
"Well thank you, William. It is so very nice to see your face again. ISN'T IT, EVERYONE?" He called out and again and William waved over his shoulder before taking his place on the riser where the other victors would stand around him. This was it.
