Steve walks into Fury's office "You just can't stop yourself from lying, can you?" Steve asks
"I didn't lie. Agent Romanoff had a different mission than yours." Fury says "Which you didn't feel obliged to share." Steve says
"I'm not obliged to do anything." Fury says "Those hostages could've died, Nick." Steve says "I sent the greatest soldier in history to make sure that didn't happen." Fury says
"Soldiers trust each other, that's what makes it an army. Not a bunch of guys running around and shooting guns." Steve says
"The last time I trusted someone, I lost an eye. Look, I didn't want you doing anything you weren't comfortable with. Agent Romanoff is comfortable with everything." Fury says
"I can't lead a mission when the people I'm leading have missions of their owns." Steve says "It's called compartmentalization. Nobody spills the secrets because nobody knows them all." Fury says
"Except you." Steve says
"You're wrong about me. I do share. I'm nice like that." Nick says, as if on que, Sloan steps into the office, wearing his signature glasses and three-piece suit.
Steve looks between the two, confused.
"Perfect timing." Fury announces, moving away from his desk. "I am due for Dubai in two days, I should be packing and you should've been at my office, didn't you get my secretary's message?" Sloan asks
"I did and I elected to ignore it. I needed you here, come on." He orders the two.
Fury steps into an elevator with Steve and Sloan following behind him "Insight bay" Fury says
"Captain Rogers and Sloan Rogers do not have clearance for Project Insight." S.H.I.E.L.D. computer says "Director override, Fury, Nicholas J." Nick says "Confirmed." The computer says
The elevator starts moving.
"You know, they used to play music." Steve says
Sloan sighs, crossing his arms.
"Yeah. My grandfather operated one of these things for forty years. My granddad worked in a nice building, he got good tips. He'd walk home every night, a roll of ones stuffed in his lunch bag. He'd say hi, people would say hi back. Time went on, and the neighborhood got rougher. He'd say Hi, they'd say, Keep on steppin'. Granddad got to grippin' that lunch bag a little tighter." Fury says
"Did he ever get mugged?" Steve asks "Every week some punk would say, What's in the bag?" Fury says "What did he do?" Sloan asks "He'd show 'em. Bunch of crumpled ones and loaded .22 Magnum." Fury says
Fury smiles
"Granddad loved people. But he didn't trust them very much." Fury says as they continue to ride down the elevator Steve notices the giant Helicarriers.
"Yeah, I know. They're a little bit bigger than a .22." Fury says
Sloan turns and he steps closer.
Fury shows Steve round "This is Project Insight. Three next generation Helicarriers synced to a network of targeting satellites." Fury says
"Launched from the Lemurian Star." Sloan says
"Once we get them in the air they never need to come down. Continuous suborbital flight courtesy of our new repulsor engines." Fury says
"Stark?" Steve asks "Well, he had a few suggestions once he got an up-close look at our old turbines. These new long-range precision guns can eliminate a thousand hostiles a minute. The satellites can read a terrorist's DNA before he steps outside his spider hole. We gonna neutralize a lot of threats before they even happen." Fury says
"I thought the punishment usually came after the crime." Steve says
"We can't afford to wait that long." Fury says
"Who's we?" Sloan asks
"After New York, I convinced the World Security Council we needed a quantum surge in threat analysis. For once we're way ahead of the curve." Fury says
"By holding a gun at everyone on Earth and calling it protection." Steve says "You know, I read those SSR files. Greatest generation? You guys did some nasty stuff." Fury says
"Yeah, we compromised. Sometimes in ways that made us not sleep so well. But we did it so the people could be free. This isn't freedom, this is fear." Steve says
"SHIELD takes the world as it is, not as we'd like it to be. It's getting damn near past time for you to get with that program, Cap." Fury says
"Don't hold your breath." Steve says
Steve turns and walks off, leaving the director and his brother in the open elevator.
Sloan turns to Fury. "Is this really what you needed me for?" Sloan asks "How close are you getting with Project Sight?" Fury asks
"I have my best men working on a stable prototype, why do you ask?" Sloan asks
Fury sighs, watching the doors to the elevator close, peering up at the camera. Sloan notices his gaze, he steps forward, pushing a button, leading them to the garage where he has his car parked. "Let's go for a ride." Sloan asks
....
Once behind the wheel, they drive through the long winding roads of DC. "Somethings off with shield. I can feel it in my gut. I need your prototype. If I have your sight and your hand, we can keep track of shields every move." Fury states
"Shield is your home." Sloan states
"Not anymore." Fury answers
"You do know that if I give you the prototype, I can view everything you do as well." Sloan says
"A risk I am willing to take, how long do you need?" Fury asks
Sloan sighs. "Give my men a week." Sloan says
"And Dubai? What is there in Dubai anyways?" Fury asks
"An old friend's wedding, one I can't miss." Sloan says
