The device for Gates' is used by 5 or 6 cities. But the device for hunters is just 1 for every province. So all awakeners need to go to their province's capital city to check their ranks. The Hunter Bureau of their cities will prepare transportation every day to send the awakeners, so they just need to have free time.

After using the lower quality device in their provinces, those who received ranks A & S will be sent to Jakarta, the Capital city of Indonesia. There, they will use the high-quality device made of an A-Rank Boss's core that has a more accurate reading.

Sometimes, those who were measured as A or S-Rank in the province turned out to be of lower ranks. It's rare for an A-Rank to be a B-Rank, but they often find an S-Rank to be just an A-Rank. Though it means their magic power is close to S-Rankers.

Another big thing that changed is the creation of Guilds. Hunters started forming Guilds to raid dungeons. So now Hunter Bureau only needs to measure the Gates' magic power and raid the low level Gates that the Guilds don't buy because they prefer buying at least C-Rank Gates.

High-rank hunters mostly join Guilds while low-rank Hunters mostly join Hunter Bureau. It's the same in other countries because Guilds aim for profits. High-rank Gates are more dangerous, but they are more profitable, so Guilds prefer them.

Right now, Indonesia only has 2 Guilds led by S-Rank Hunters. They still only have 2 S-Rankers among all their awakeners. But they have a lot of A-Rankers, so they still can handle A-Rank Gates by sending a lot of A-Rankers.

The 2 S-Rankers' Guilds are Taring Macan Guild and Raja Guild. They are located in Jakarta and Yogyakarta, so their territories don't overlap. It's actually the Hunter Bureau's policy for S-Rankers to make Guilds in different provinces so they can always respond when something like a high-rank dungeon break happens.

Luckily, these 2 S-Rankers were from different provinces to begin with, so they don't need to move from their hometown. But that policy is a problem for Indra. He has planned to measure his magic power and become a Hunter, after all.

The problem is when his sister awakens, she will be an S-Rank too. Then their province will have 2 S-Rankers, so one of them will need to go to another province. He already planned to build a Guild and obviously he'll recruit his sister, but now it will be difficult.
