Energy  Reaper:

The user can steal or reap away the energy from  living things and the ions in the environment.   Vitality (stamina & strength) and life force (the  energy from the soul) are taken from  living things while Ionic energy can be absorbed from the environment (air, earth,  compounds/chemicals, etc). The user has to either touch a target to absorb energy or it must be  within a 100 meter radius.

The user can be said to have death's touch and they can steal energy both actively and passively (done naturally when their body needs it such as when injured or exhausted). Taking a target's vitality can be done slowly and passively just by standing or being in the area of the target's location though this takes considerable time. On the contrary,  both vitality and life force can be taken from multiple targets within minutes by actively directing their quirk to do so; capable of killing targets with ease . When the user actively uses their quirk, both their hair and nails darken becoming pitch black, their pupils change into vibrant jade skulls, and the eyes' white sclera turns blood red. During this time, the targets are rendered immobile as a paralyzing sense of impending doom grips them. Quirk usage of any kind is impossible at this moment and victims also lose the ability to speak.

Moreover, there is a limit to how much energy the user can absorb at any given time though energy expenditure can go on for as long as the sources last. If too much energy is absorbed, the user can:

Stage 1: Become  too young which will leave them vulnerable and will cause a significant drop in their quirk proficiency though they can still fight and use their quirk. This excessive rejuvenation  occurs first followed by stage 2.

Stage 2: Their body will be overloaded and enter a vicious and agonizing cycle of internal damage and regeneration. Though this will not kill the user, it will incapacitate them for the cycle will continue until the body reaches energy homeostasis*

*(A state of balance among all the body systems needed for the body to survive and function correctly).*

They would also lose control of their quirk at this stage and be unable to use it until the destruction/regeneration cycle ends.

Nonetheless, despite the ability to reap energy the user is also able to manipulate it  at will including projecting it into different shapes (creating strong constructs) or simply transferring it to someone else. When energy is transferred it can  literally bring someone back to life though only if they died recently and the brain is mostly intact. If  the brain is lost, the body can be healed and resurrected but the individual will be a blank slate as their entire personality, memories, and experiences have been lost. In addition, mortal wounds can be fully healed and lost limbs restored.

Furthermore, the user is able to extend their own life by stealing it from others. This allows their own body to rejuvenate and regenerate making them appear much younger than their actual age. However, the user can age if they give up too much of their own energy to others, though it can later be replenished by stealing it from other sources to make their body young again.

Energy Reaper is more of a power stacking quirk vs one that has immediate explosive force. Nonetheless, when enough power is built up the user can be made into a formidable opponent in which battles of attrition are always in their favor. They also have the flexibility of attacking, defending, or of supporting teammates. Even medical aid is within their abilities by sacrificing a bit if their stored power to heal or regenerate the injured. Moreover, providing allies with a boost in power can be done by sharing their energy allowing them to temporarily push beyond their  limits.

Drawbacks: massive migraines from the mental strain and fatigue from focusing on absorbing energy, photosensitivity, nausea, dizziness, temporary parkinsonism (have tremors, stiffness when moving, slow reflexes, etc),  and neuropathy due to overstimulation of their nerves when handling the energy taken.
