While the man spoke, you scratched at the outfit you were wearing--which served as your disguise for going into Dressrosa without getting noticed as a Straw Hat. For context, you, Law, Robin, and Usopp, were in the process of bringing Caesar over to Green Bit, where you'd meet up with Doflamingo for the exchange.
As Law said, there was a lengthy bridge that led to the isolated island close to Dressrosa, but before you could walk across it, you all decided to stop at a neighboring café, where you'd then get more information about Green Bit before heading toward it.
"Why's it dangerous to go to Green Bit?" You asked the waiter standing by the table you sat at, while eyeing the bridge that was only a mere few feet away. "The bridge looks fairly stable, no?"
"Well... It's not that it's unstable. It's the risk that comes with walking across it," He replied, gesturing to all the signs blocking off the bridge, labeled 'keep out' or 'death'. "A school of fighting fish inhabit the area around Green Bit. Before they came, people used to come and go freely, but that was 200 years ago."
Caesar hummed, "Mister, what's a fighting fish?"
"It's a savage fish with horns. If you approach them with a ship, they'll capsize you. That's why they reinforced the bridge with iron, but it's no use. While I don't know the condition of the bridge, the people who cross it never come back." The waiter then walked off.
"HUUUH?!" Usopp screeched. If he didn't have goggles on, his eyes would surely be popping out of his sockets. "Hey, Tra-guy! You have to change the handing-over spot now!"
"He's right! Think of what it's like to be handed over at such a place, fool!" Caesar complained.
"I'm not gonna change," Law finally answered their complaints, all while taking a casual sip of tea, unbothered. "We're already here. Stop making a fuss. More importantly, I'm worried about the situation of this country. Haven't you noticed how calm everyone is, even though their king quit all of a sudden? We're in unexpected circumstances already."
