A scene redraw! Instead of Earth looking surprised at Mercury, he's almost... interested. He's holding back from a smirk because he knows Venus will back him up. But more importantly, the main reason for his expression is Mercury's comment about the major difference between him and Venus (that being their habitability). That topic being brought up gives him leverage so he can say something smart... so that Venus trusts him. And it worked.
But in canon Solarballs, I don't think Earth is that self-aware, he thinks that he's in the right. I don't personally think Earth is the type to pull the strings like a manipulative villain would but he was using Venus, regardless if he actually cared or not. Earth apologists, remember that!

That one scene in Venus vs Mars where Mercury tries telling Earth that he's going about this the wrong way. But as we know, Earth brushes it off. (You don't see it, but Earth's crouching so he's at eye level with Mercury)
