Sigma 17 actually does not remember how they managed to have Heatwave as their leader.
They can barely recall such a thing, they do remember some bits and pieces of it, but most of it was a mess. They remember being at the academy, randomly talking one night about something, it eventually got to yelling and then all of the sudden they declared Heatwave as the team leader.
The four of them really don't know how to clarify what exactly happened that day but they can only say that whatever happened in that moment really ended up to be a very big movement in their lives.
With having the recruits take turns on leading the rescues, it helps them towards eventually making that same political choice like Sigma 17 did that one day and have a group that truly works well with the correct leader. That choice will come with some time though, and when the time is right, Sigma 17 will surely be happy to see it.
