Veronica POV

I was in the shooting range. I didn't know what else to do. And my shooting was pretty erratic . Some didn't even hit the target . I saw Vision come stand beside me.

"Did they send you to get me?" I asked him as I fired shots which were also bad

"You are missing your perfect shots" he said ignoring my question. "It's because you are stressed" he added.

"What am I suppose to be? I tried everything I could.  I've been in and out of the Offices' many times. And now they want me in cuffs" I said shooting.

"Ms. Booth, its not your mistake. You did your best" he said. I placed the gun down. "I'm just worried about the team" I said.

"And they are worried about you. Captain Rogers is very much worried about you" he said. I missed Steve so much these few days. I miss the feel, his touch. The feel of being in his hands.

"These are not the best times Doctor. The team needs you" he said. I looked at him. That's true. What ever happens we must stay together. I sighed.

I started walking inside with him following me. I found the team on the main room. I entered when everybody looked at me.

"Stop, giving me looks..I'm fine"I said to everyone. "You don't look good" Nat said. "Yeah...this is the look you will have when you plead to a hundred and seventeen nations not to outcast the World's mightiest heroes" I said sitting on the couch. Steve had the Accords in his hand reading it.

Vision sat beside Wanda."So, what was going on?" I asked. "Sam and Rodney were bickering about the Accords" Nat said.

"I have and equation" Vision spoke up. Everyone looked at him. "Oh, well, this will clear it up" Sam mocked.

"In the years that Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown. And during the same period, a number of World ending events has risen at a commensurate rate" he said.

"Are you saying its out fault?" Steve asked. Vision chose his words wisely.

"I'm saying there may be a causality. Our very strength invited challenge...challenge insights conflict...and conflict breeds catastrophe." He stopped and looked at us.

"Oversight is another idea that can be dismissed out of hand" he finished. "Boom" Rodney emphasized.

"Tony..." Nat said to him who was lying on the couch with his face covered. "You are being uncharacteristically non hyper verbal" she said.

"It's because he's already made up his mind" Steve said. Which was true. "Boy, you know me so well" Tony said getting up.

"Actually, I'm nursing my electromagnetic headache" he said walking into the kitchen. "It's just pain. It's discomfort " he said putting glass into the sink.

"Who's putting coffee ground in the disposal? Am I running a bed and breakfast for a biker gang?" He asked. He pulled out his phone from his pocket and placed it on the fruit basket.

He puts up a pic of an African American boy. Young and innocent." Oh, that's Charles Spencer by the way" Tony started.

"He's a great kid. Computer Engineering degree, 3.6 GPA. Had a floor level, gig at Intel planned for the fall" he poured him a cup of coffee. "But first he wanted to put a few miles on his soul before he parked it behind a desk. See the World. Maybe Service"

"Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where?.....Sokovia" he slammed the coffee cup.

I rubbed my forehead. "He wanted to make a difference, I suppose. We won't know the difference because we dropped a building on him while we were kicking ass" he growled. I did nothing but looked down.

"There's no decision making process here. We need to be put in check. Whatever form that takes I'm game. If we can't accept limitations, if we're boundary less, we're no better than the bad guys. We'd be no better than Loki. No better than Ultron" he said. I cannot take it more.

"Tony someone dies on your watch you don't give up" Steve spoke up. "Who said we're giving up?" Tony asked.

"If we are not taking responsibilities got our actions and signing those Accords, then it's nothing but giving up. That document just shifts the blame " Steve  said.

"I'm sorry, Steve. That's dangerously arrogant. This is the United Nations we are talking about. It's not the World Security Council, its not SHIELD, its not HYDRA" Rodney said. Steve shook his head denying.

"No, its run by people with agendas, and agendas change" Steve said. "That's good" Tony interrupted.

"That's why I'm here. When I realized what my weapons are capable of in the wrong hands, in shut it down and stopped manufacturing" he said.

"Tony you chose to do that. If we sign this we surrender our right to chose" Steve said.

"What if this panel sends somewhere we don't think we should go? What if there is somewhere we need to go and they won't let us? We may not be perfect, but the safest hands are still our own" Steve said.

"If we don't do this now, its  gonna be done to us later. That's the fact. That won't be pretty" Tony said. "You're saying they'll come for me" Wanda spoke up.

"We would protect you" Vision said. I looked at Tony. He stood stubborn. "Tony...."  I said and he looked at me. "I know we have lives in our shoulders to avenge. And we don't have the circumstances.....This" I gestured the Accords.

"This is not the right way" I said. "Maybe Tony's right" all attention went to Nat. "If we have one hand on the wheel, we can still steer" Steve looked at her in betrayal.

"Aren't you the same women who told the Government to kiss her ass a few year ago?" Sam asked irritated.

"I'm just...I'm reading a terrain. We've made some public mistakes. We need to win their trust back" she said.

"This is not the way" I said again aloud. "I've been battling the Government single handedly for past one month. This is not a trust issue." I said.

Steve suddenly stood up and made his way out. "Why are you making this tough for me?" I asked Tony.

"I may look strong Tony...but I've had a fair share. Don't make me choose sides" I told him.

"You are telling this to me because you chose his side" he said looking me in my eye. That shattered me.

"You think I chose him over you because I'm in love with him?" I asked tears rolling down.

"I've know him for four years Tony....four years....but..you....I don't even remember when was the first time I met you. Even when I had no one, I had you..." I crying.

"And you think I chose him over you" I added. I sniffed. "Ronnie..." Nat tried. I made my way out wiping my tears. I saw Steve standing on the stairs looking broken.

"Hey, you alright?" I asked. He looked at his phone below. I saw what was in it. 'She's gone. In her sleep' it said. It was Peggy.

"Steve..." I said pulling him into a hug. Rubbing his back. I've really had enough. I cannot take more.
