“Enough of this charade.” Tobi spat, slamming his fist into the wall. His underlings watched in silence. “I can see that that merry band of fools won't bend to my will so easily...”

“Will you kidnap more of them?” Giovanni asked.

“No.” The 'boy' turned. “That hasn't worked, has it? Twice, now, taking the girls has proven useless. And attacking any of them is useless too. No matter who is isolated, someone else shows up to save the day...”

“Then how about eradicating them all at once?” Blayde suggested, leaning beside the computer monitor Caskey was tapping away at.

“A bold statement.” Tobi scoffed. “I could cut them all down in an instant, if it were my wish. But the emeralds are my priority now. The power they will give me is immeasurable. So, to get the emeralds from them, my next action must be on a much larger scale...”

“What do you have in mind, Master?” Derek Quagmire asked, lurking in the shadows.

“Caskey, are the Steel Clouds ready yet?” Tobi looked at his sword.

“You're already wanting to unleash the fleet?!”

“No, not just yet.” He growled. “Caskey!”

“U-uh, Master, they are almost ready. Just a few more days until they are fully functional to the highest capacity.” Caskey swallowed.

“Fine.” Tobi picked up his blade. “Then I'm going to seize control of the government.”

“The government?” Giovanni looked up. “You're going to break into Saffron City?”

“Precisely.” He smirked.

“Then Master, allow us to aid you.” Quagmire plucked a mounted rifle from the wall.

“If you want to be torn limb from limb by a spray of bullets, then be my guest.” Tobi walked towards the exit.

The men fell silent once more, and all weapons were put away. “I'm going alone.” The monster licked his lips. “When everything is under my control, join me.”

He strolled out into the night, letting the black clouds pour their rain onto his shoulders. The thought of blood mixing with the wet streets pleased him.

In the dead of night, there was hardly anybody around to see Tobi as he skulked into Saffron City. His feet splashed down as he made his way to the centre of the area, all the time looking at the towering building looming overhead. The biggest city in all of Kanto was home to the building of Silph Co. The massive structure also housed the government, namely the Prime Minister and other important people in the hierarchy. It was these people that Tobi wanted to exploit, and use their influence to fuel his own desires.
