To say that the UNSA had undergone dramatic changes in the past 6 months were a total understatement. 6 months was all it took to undergo a dramatic transition from a confederacy of nation-state governments to a full-on space federation with an already massive military, a gigantic civilian populace, unprecedented scientific research and development, and an unparalleled amount of resources and territory, .

The Proclamation of The United Terran Federation was declared on April 28th, 2262. The entirety of the former UNSA, now turned Terra rejoiced for a whole week when the declaration and motion was finally passed in the council.
Let it be known that the Federal Proclamation did not come out so suddenly. The UNSA's largest political and ideological party was that of the Terrans who wanted humanity to no longer exist under the banner of a hundred nations, but one represented by a single nation. This ideology was already shared by most of the population, but due to the outbreak of the SDF war, this ideology further strengthened ideas of unity, and broke the banners of nationality.
Even most of the United Nations Space Alliance leaders and Solar Allied Treaty Organization's highest-ranking personnel held sympathies, or even officially part of this ideology.
With the SDF Secession Crisis occurring, and the war being hampered by nation-state ideologies and the ineffectiveness of international politics, it eventually rose as the totally dominant political ideology of every citizen in the UNSA, and became a true identity of which humanity could truly become one nation, and not multiple peoples, but as a united species.

While technically being officially declared on April 28th, 2262, the previous 6-7 months was a sort of "behind-the-scenes" period transition into a new federal government and other aspects of transforming the UNSA into the United Terran Federation.
The UNSA Council was renamed "The Terran Federal Council", and was mainly kept the same aside from a few additional representatives and advisors added to smoothen the transition period. The Secretary-General was also given more legislative and executive power, and former national leaders would instead become leaders of their newfound commissariats.
For leaders who would find themselves in a commissariat which had united different nations, they would first be in a power-sharing dynamic until a next election was to be convened.

The power of the nations of Earth became greatly diminished, but in order to satisfy the full support of their capital world, dozens of representatives were added to represent the Earth's population, and they were to become High Commissariats per their requests.
In order to simplify this, they decided to instead unite into continental commissariats rather than individual national commissariats to avoid any confusion and complications.

Thus the commissariats of North America, Europa, Balkan, Brittania, Arabia, Africa, The South Americas, United India, Oceania, Nusantara, Greater Qin, and the Goryeo-Nippon were created.
The North America commissariat consisted of nations such as the United States, Canada, Mexico, and the Caribbean. Those of Europa consisted of France, Iberia, Greater Holland, the Nordic Countries, Poland, Switzerland, Italy, all of Russia, and Austria-Hungary, while the United Kingdom opted to remain independent, and became the commissariat of Brittania. The United Balkan States were simply renewed as the Balkan Commissariat. 
The commissariat of Arabia was made up of the entirety of the middle-east, and of north Africa. The African Commissariat was made up of the other nations of Africa. The Federation of South America was renamed to simply the South Americas commissariat. The United India commissariat consisted of Sri Lanka, India, Pakistan, Nepal, Bangladesh, and Bhutan. Oceania consisted of Australia and New Zealand, while Nusantara spanned the entirety of the South-East Asian archipelago along with Myanmar, Thailand, Vietnam, Laos, and Cambodia.
The Greater Qin commissariat became that of China, Mongolia, and Taiwan. The Goryeo-Nippon commissariat consisted simply of Korea and Japan.
