Android Regiments.

Android Regiments are a specialised near pure fighting  machine military formation that was designed to fight as regular front line troops on the battlefields of the 51st Millennium for the Kovenant Empire.

Unlike the majority of Wehrmacht formations and Regiments however, Android Regiments, as the name implies is made up almost entirely of Combat Androids, from the Regimental command staff all the way down to the lowliest squad of Combat Androids, it was all machines and little no humans at all. However, as per the laws of the Kovenant Empire, human oversight was still present especially in the Regimental command staff.

And unlike the Wehrmacht, the officers, command staff and other personnel were all members of the Cult of Hephaestus, not from the Wehrmacht.
This meant that these Regiments are commanded by members of the Cult of Hephaestus, with a High techno Chaplin typically serving as Regimental commander and lower ranking Technoseers and Technomansers serving as command staff personal, and officers.

The reason for such a set was because of two simple reasons; one of which was because the Tech Cult of Hephaestus were the ones who first created the base intelligence for the Combat Androids and it was the Cult of Hephaestus who continued to research, develop, improve and then eventually mass produce these fighting machines all on their own...
As such the Cult wanted to retain command of these Android Regiments on the Wehrmacht's behalf because commanding machines is rather different then commanding regular soldiers, and the Technoseers are better are coordinating the machines to perform massive grand strategy then regular human officers and Commanders.

You see, the greatest strength of Android Regiments is that they are capable of performing complex grand strategy in real time.
The Technoseers of the Cult are able to use their cybernetics and machine like bodies to interface and connect with they're machines at a micro level. Essentially they are able to coordinate, direct and command their machines with such a massive degree of precision, cunning, speed and surprise that they are able to pull off what is collectively known as
"The Grand Strategy"
In which the entire Android Regiment fights like a singular body and intelligence, almost like a Hive Mind.

Not only does this allow them to tell the machines what to do and at what time at will, but they can also actively coordinate them in real time, allowing for split second near instant reactions and strategies to be created by the Cult of Hephaestus command staff... If there is a massive enemy counter attack or obstacle, than that information will be fed back instantly to the Technoseers who will coordinate in a matter of seconds... Which is an incredible thing to do.

Such a level of control and coordination is not possible with Wehrmacht personnel and Commanders, as they would lack any sort of experience to coordinate on such a grand scale and they do not have the necessary implants to interface... Even if they did, the interface procedures are extremely dangerous to the point that many would not wish to do so out of fear of getting their minds fried and themselves killed.

As such, it was a necessity to have Cult of Hephaestus personel retain command, simply because they are the only ones who can put these Android Regiments to their full potential on a battle field.

The second reason is because of their expertise in the maintenance and battle field coordination of such machines... Since they are the ones who created them, Cult of Hephaestus personnel acted both as maintenance and logistical units to keep the Androids fighting and well supplied.

But they also served as battle field Officers in their own right,  typically taking command of smaller Platoons of 100 Combat Androids all the way up to being the command staff itself. This was a way of ensuring that battlefield coordination was upheld regardless of how far apart the Regiment was spread out, since there would always be Technoseers and their Junior subordinates present at all times to retain total battle field command and control.
